Minimum Qualifications

On or before March 17, 2018, you must be a qualified employee of the New York State Department of Agriculture and Markets and have had three months permanent competitive or 55-b/55-c service as a Food Inspector Trainee 1, Food Inspector Trainee 2, Food Inspector Trainee 1 (Spanish Language), Food Inspector Trainee 2 (Spanish Language), Food Inspector 1 or Food Inspector 1 (Spanish Language).

Only the title(s) listed is qualifying for this examination(s).

If you were permanently appointed to a qualifying title on or before December 17, 2017, and have served continuously in this title since that date, you are eligible to file for this examination.

Qualifying Experience for Appointment from the Eligible List

After one year of service as a Food Inspector 1 or Food Inspector 1 (Spanish Language), successful candidates will be qualified for appointment from the eligible list.

NOTE: Travel Requirements: As these positions require travel within the region to which assigned, appointees must either possess at the time of appointment and continuously thereafter a valid license to operate a motor vehicle in New York State and have access to a motor vehicle when necessary or otherwise demonstrate their capacity to meet the regular transportation requirements in carrying out their field work responsibilities.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Food safety and food establishment sanitation - These questions test for knowledge of food establishment sanitation procedures. Questions cover such sanitary operations as vermin control, sanitation of equipment, temperature control, transportation and storage monitoring, personal hygiene, and disease control.
  2. Inspection and investigative techniques - These questions test a candidate?s ability to select the proper course of action in situations which might occur during inspections and investigations. These questions may cover areas such as investigative interviewing, presentation of evidence, attitude factors, integrity and sound judgment in dealing with complaints, irregularities and violations.
  3. Laws and regulations dealing with standards of composition, food processing, food safety, wholesomeness, and labeling of food - These questions test for knowledge of Agriculture and Markets laws, codes, rules, and regulations. They cover such areas as Articles 4D, 5A, 8,17,17B, 19, 20C, and 28 of the Agriculture and Markets Law and NYCRR Parts 256, 261, 262, 271, 276, and 277.
  4. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
  5. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.
  6. Techniques of food sampling and testing and physical indicators of adulteration of food products - These questions test for knowledge of food sampling techniques and procedures; physical indicators of adulteration and spoilage; and laboratory analyses to determine the content of food products, adulteration, and the effectiveness of sanitary processing and handling procedures.

If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime Veterans' credits to your final passing score.

Credit for Seniority

Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.

As a Food Inspector 2, you would supervise the work of Food Inspector 1?s who conduct inspections including Hazard Analysis Critical Control Point (HACCP), sanitary, juice HACCP, seafood HACCP, low-acid canned food HACCP, and acidified canned food HACCP inspections. You would be responsible for scheduling, assigning, reviewing, and evaluating their inspection responsibilities. You would serve as a zone supervisor and act as a liaison between the region office and field inspection personnel. In this capacity, you would administer particular aspects of the division?s Food Safety and Inspection program, which would include coordinating food recalls, animal feed inspections, U.S. Food and Drug Administration contract or partnership inspections, laboratory sample collection and processing, and food safety and plant sanitation compliance.

Eligibility for Examination

To be considered a qualified employee eligible to compete in this examination, you must be employed in, or on leave from, the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.
