|*To ensure adequate staffing levels at hospitals/facilities, you will be scheduled to take your test either on Saturday, March 16, 2019, or Sunday, March 17, 2019, based on discussion with your supervisor. Scheduling will take into consideration agency staffing levels, pass days, religious observance, and participating in other examinations on this weekend. Persons residing in the same household must be scheduled to take the examination on the same date. You cannot request a specific date in advance or change your date once it has been assigned.|

For No. 38-199: permanent competitive, permanent 55-b/55-c, permanent non-competitive, or permanent labor class service in the following titles: Food Service Worker 1, Dietitian Technician, or Cook. Only the titles listed are qualifying.
In accordance with Section 52.11 of the Civil Service Law, an open-competitive examination is also being held for Food Service Worker 2. Individuals serving permanently in the non-competitive or labor class in a qualifying title (including those serving under Section 55 b/55 c) who otherwise meet the requirements for taking this examination, are eligible to compete in the promotion examination for Food Service Worker 2. For No. 38-200: permanent competitive or permanent 55-b/55-c service as a Food Service Worker 2. Only the title listed is qualifying.
If you were permanently appointed to a qualifying title on or before December 16, 2018 and have served continuously in this title since that date, you are eligible to file for this examination.
IMPORTANT: Employees who are currently serving in a non-competitive title, such as Cook, must have a leave of absence from the competitive class to compete in the exam for the Food Service Worker 3 examination, as well as to maintain eligibility on the Food Service Worker 3 eligible list.
Qualifying Experience for Appointment from the Eligible List
After one year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.
Order of Certification
The order of certification of this eligible list will be:
- Promotion Unit "All" eligibles
- Department "All" eligibles
- Interdepartmental "All" eligibles
- The Food Service Worker 2 examination is being held on a promotion and open-competitive basis. If you are admitted to the promotion examination under anticipated eligibility (i.e., you do not have the required one year of Qualifying Experience For Appointment From the Eligible List) and if you meet the open-competitive minimum qualifications, you may also be admitted to the open-competitive examination. To be admitted, you must apply for the open-competitive examination according to the instructions given on the open-competitive announcement. Once you meet the required one year of qualifying service for appointment from the promotion list, you will not be eligible for appointment from the open-competitive eligible list.
- Background Investigation/Justice Center Review: In some agencies, the names of all prospective employees will be:
- Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s);
- Investigated through a Criminal Background Check (CBC). All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of state and federal laws;
and may be:
- Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees whose names appear on the SCR may be barred from appointment. (NY Social Services Law, Section 424a.)
You will be responsible for payment of all required fees.
- Medicaid and Medicare: In order to be eligible for appointment and to maintain employment, you cannot be listed as an excluded individual or entity on any of the Federal and/or State Medicaid and Medicare exclusion lists (or excluded from any other Federal or Federally assisted program). If you are appointed and subsequently listed as an excluded individual or entity on any of these lists (or excluded from any other Federal or Federally assisted program), you may be terminated from your employment.
Food Service Worker 2 positions exist in facilities of the Office of Mental Health, Office of Alcoholism and Substance Abuse Services, Office for People With Developmental Disabilities, Division of Homeland Security and Emergency Services at Montour Falls, Department of Corrections and Community Supervision, Office of Children and Family Services, New York State School for the Blind at Batavia, New York State School for the Deaf at Rome, SUNY College of Environmental Science and Forestry at Syracuse, Department of Health at Helen Hayes Hospital at West Haverstraw, Veterans Home at Oxford, Veterans Home at New York City, Veterans Home at Batavia, and Veterans Home at Montrose.
Food Service Worker 3, positions exist in the facilities of the Office of Mental Health, Office for People With Developmental Disabilities, the New York State School for the Blind at Batavia, Department of Health at Helen Hayes Hospital at West Haverstraw and the Veteran's Home at Oxford.
Subject of Examination
There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:
- Arithmetic computations related to food service - These questions test for the ability to perform basic arithmetic computations using addition, subtraction, multiplication, division, simple fractions, and cooking measurement equivalents. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.
- Overseeing food service operations - These questions test your ability to assess the management and performance of food service operations in maintaining standards of quality, sanitation, and service. Questions may cover such topics as food service management practices, large scale food preparation equipment and techniques, sanitation standards for food service premises, holding and serving prepared foods, storing and handling food products, and sources of food contamination and foodborne illnesses.
- Supervision and training - These questions test for the knowledge required by a supervisor to set goals, plan and organize work, train workers in how to do their jobs, and direct workers towards meeting established goals. The supervisory questions cover such areas as assigning and reviewing work, evaluating performance, maintaining work quality, motivating employees, increasing efficiency, and dealing with problems that may arise on the job. The training questions cover such areas as determining the necessity for training, selecting appropriate training methods, and evaluating the effectiveness of training.
Your final score must be 70 or higher in order to pass.
If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime Veterans' credits to your final passing score.
Credit for Seniority
Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.
As a Food Service Worker 2, depending on the size and type of setting, your responsibilities may include food preparation, serving food, sanitation and hygiene, ordering food and supplies in accordance with established purchasing guidelines, and supervision of Food Service Workers 1. Depending on the agency or facility, you may also supervise inmates, residents, or other individuals; and be required to submit written reports and documents regarding such activities. In some facilities computer literacy, using spreadsheets, and reading charts may be required.
As a Food Service Worker 3, you would be responsible for the operation of multiple units within a facility???s overall food service program; supervise the activities of Food Service Workers 1 and 2 or other subordinate staff; and coordinate activities between dining rooms and food production kitchens. You may prepare meals; order food and non-food supplies in accordance with established purchasing guidelines; inspect food preparation and service areas for proper sanitation and adherence to correct procedures; supervise the storage of food and non-food items to ensure proper handling, safety, and security; and be required to submit written reports and documents regarding such duties. In some facilities computer literacy, using spreadsheets, and reading charts may be required.

Admission to Examination
Notice to appear for the test may be conditional as review of applications may not be made until after the test. Taking State and Local Examinations Scheduled for the Same Day
If you have applied to take a written test announced by either one or several local jurisdictions (county, town, city) scheduled to be held on the same test date as this written test, you must notify each of the local jurisdictions no later than two weeks before the test date to make arrangements for taking all tests at one test site. All tests will be held at the state examination center. Eligibility for Examination
To be considered a qualified employee eligible to compete in this examination, you must be employed in, or on leave from, the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.
Cell Phones or Electronic/Communication Devices at the Test Site
Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
