On or before March 16, 2019, you must be a qualified employee of the New York State and have had three months of permanent competitive, non-competitive, or 55-b/55-c service as follows:
For No. 38-375: Senior Drafting Technician (all parenthetics) or Junior Superintendent of Construction.
For No. 38-376: Assistant Superintendent of Construction, Construction Estimator 1 (all parenthetics), Engineer Trainee, Junior Architect, Junior Landscape Architect, or Principal Drafting Technician (all parenthetics).
For No. 38-377: Assistant Architect, Assistant Engineer (all parenthetics), Construction Estimator 2 (all parenthetics), Building Construction Program Manager 1, Landscape Architect, Senior Superintendent of Construction, or Facilities Planner 1.
Only the title or titles listed are qualifying.
If you were permanently appointed to a qualifying title on or before December 16, 2018, and have served continuously in this title since that date, you are eligible to file for this examination.
QUALIFYING EXPERIENCE FOR APPOINTMENT FROM THE ELIGIBLE LIST:
After one year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.
- In accordance with Section 52.11 of the Civil Service Law, individuals serving permanently in the non competitive or labor class in a qualifying title (including those serving under Section 55-b/55-c) who otherwise meet the requirements for taking this examination are eligible to compete in this promotion examination.
- The Construction Estimator 1 (Architectural) and Construction Estimator 2 (Architectural) examinations are being held on a promotion and open-competitive basis. If you are admitted to the promotion examination under anticipated eligibility (i.e., you do not have the required one year of Qualifying Experience For Appointment From The Eligible List) and if you meet the open-competitive minimum qualifications, you may also be admitted to the open-competitive examination. To be admitted, you must apply for the open-competitive examination according to the instructions given on the open-competitive announcement. Once you meet the required one year of qualifying service for appointment from the promotion list, you will not be eligible for appointment from the open-competitive eligible list.
- Travel Requirements: Appointment to certain positions requires extensive travel within a designated area of assignment. Appointees to these positions may be required to operate a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the job. If the position requires that you operate a motor vehicle, you must possess a driver's license valid in New York State at the time of appointment and continuously thereafter. Field work and travel expenses are reimbursed on a fixed schedule.
Subject of Examination
|There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:||For Examination Nos.|

Principles, procedures and methods used in the preparation of cost estimates - These questions test for knowledge of building construction quantity and cost estimating concepts and techniques and their interrelationships with construction drawings and specifications, and for the ability to calculate cost estimates.||X||X||X|
|2. Methods and materials of building construction - These questions test for knowledge of the procedures, techniques, materials, and equipment used when constructing or renovating various types of buildings and their structural components.||X||X||X|
|3. The estimating process for building construction and renovation projects - These questions test for knowledge of the principles and practices involved in the quantity and cost estimating for the various methods and materials used in constructing and renovating buildings and related facilities, and for the ability to interpret and perform computations based on building-related plans and/or written technical descriptions.||X||X||X|
|4. Interpretation of drawings and specifications, including computations used in estimating -These questions test for the ability to read and analyze building-related plans and written technical descriptions, and to calculate the amount of materials, labor hours, and/or their related costs based on those plans and written descriptions. Knowledge of estimating techniques and how construction materials are utilized in specified situations will be required.||X||X||X|

Contracts, specifications, design requirements, construction economics, cost analysis and change order review - These questions test for knowledge of the concepts, terminology, and proper procedures to follow in the organization of typical building construction contracts and specifications, including design issues and the Construction Specifications Institute (CSI) Format, and the budgetary, cost/benefit, alternate proposal, and contract revision terminology, procedures, and computations related to the building construction estimating, bidding, and contracting process.||X||X|

Principles and practices of project management - These questions test for knowledge of the concepts, terminology, proper procedures, and computations used in the development, scheduling, and oversight of various types of long-term projects, including cost/benefit evaluations and scheduling techniques such as the critical path method.||X|
If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime Veterans' credits to your final passing score.
CREDIT FOR SENIORITY:
Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.
As a Construction Estimator 1 (Architectural), you would estimate the costs of site work and of construction elements in the building and their installation. Quantities are derived from the plans and designer notes, and unit costs are obtained from guides or higher-level estimators. You would review payment requisitions and prepare and review the cost of change order work.
As a Construction Estimator 2 (Architectural), you would estimate the costs of site work and of construction elements in the building and their installation; review payment requisitions and prepare and review the cost of change order works; make detailed quantity and cost estimates for materials and labor from plans and specifications, and estimate costs of construction for various types of buildings; review the accuracy of quantities and total costs prepared by Construction Estimator 1 (Architectural); make detailed estimates for changes in contracts, and confer with higher ranking construction estimators on modifications to and/or substitutes for equipment and prepare general descriptions and sketches of work and equipment involved in construction based on plans and specifications.
As a Construction Estimator 3 (Architectural) , you would supervise Construction Estimators 2 (Architectural) and other staff engaged in construction estimating; and estimates and reviews total costs of major and diversified building construction and renovation projects involved in architectural facets of building construction, site development, and renovation projects.

Admission to Examination
Notice to appear for the test may be conditional as review of applications may not be made until after the test. Taking State and Local Examinations Scheduled for the Same Day
If you have applied to take a written test announced by either one or several local jurisdictions (county, town, city) scheduled to be held on the same test date as this written test, you must notify each of the local jurisdictions no later than two weeks before the test date to make arrangements for taking all tests at one test site. All tests will be held at the state examination center. Eligibility for Examination
To be considered a qualified employee eligible to compete in this examination, you must be employed in, or on leave from, the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.

Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
