You may be assigned to either Saturday or Sunday to take your test. The Department of Civil Service reserves the right to administer tests either online or with paper booklets and answer sheets. Your admission notice will tell you whether your test will be administered online. You cannot request a day in advance or change your scheduled day.

IMPORTANT: Unless waived, you must pay the non-refundable processing fee. Minimum Qualifications

On or before September 28, 2019, you must be a qualified employee of the New York State Department of Corrections and Community Supervision and have had permanent competitive service as a Correction Sergeant or Correction Sergeant (Spanish Language).

If you receive an initial qualifying appointment between August 14, 2019 and September 28, 2019, your application can be submitted by contacting the Department of Civil Service at (518) 473-6621. Late applications will not be accepted from candidates who receive a qualifying appointment prior to August 14, 2019.

Only the title or titles listed are qualifying.

Qualifying Experience for Appointment from the Eligible List

After one year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Writing Skills for Correction Lieutenants - These questions test for the writing skills needed by Correction Lieutenants in producing the full range of written communications required by the position. Some questions ask you to detect errors in grammar, punctuation, or sentence structure; some ask you to determine the most clear, accurate, and complete restatement of information presented in several sentences; and others ask you to determine the best way to organize a group of sentences into a coherent paragraph.
  2. Rules, regulations and procedures relevant to the operation of a correctional facility - These questions test for knowledge of the Employee Manual, Inmate Rule Book, and DOCCS directives pertaining to Labor Relations, Personnel, Support Operations, Facility Management and Security Services. Specific directives useful for the completion of the multiple choice questions will be provided in the study guide.
  3. Administrative supervision in a correctional facility - This job simulation exercise tests for the ability to: direct the activities of subordinate staff in a correctional services setting through subordinate supervisors and the ability to appropriately handle problems that arise in connection with the performance of these activities; investigate allegations of staff misconduct; and delegate authority to subordinate supervisors in carrying out department operations. Documents useful for completion of this exercise will be referenced in the study guide.
  4. Controlling emergency situations and maintaining security - This job simulation exercise tests for the ability to: control and contain emergency situations; identify pertinent information and pick up visual cues indicating potential security problems; and oversee investigations that involve inmate misbehavior. Documents useful for completion of this exercise will be referenced in the study guide.

If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime Veterans' credits to your final passing score.

Credit for Seniority

Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.


  1. Language Proficiency: If you pass the examination for No. 38-442 Correction Lieutenant (Spanish Language), you will be required to demonstrate your Spanish language proficiency at a level that will ensure your ability to perform properly the duties of the position. Only enough candidates to fill current vacancies will be called to the proficiency test.
  2. If you submit an application for No. 38-442 Correction Lieutenant (Spanish Language), an application will automatically be submitted for you for No. 38-441 Correction Lieutenantat no additional cost.
  3. By New York State Law, a Correction Lieutenant and Correction Lieutenant (Spanish Language) are peace officers and must be qualified to hold such office and must be a U.S. citizen. New York State residency is required to accept and continue employment.
  4. Approximately 60 days prior to the test date, the NYS Department of Civil Service will provide a study guide with additional information concerning the structure and nature of each component of this examination. Study guides will be shipped by the NYS Department of Civil Service to each facility's Superintendent or designee, who will distribute the study guides at the facility.

Admission to Examination

Notice to appear for the test may be conditional as review of applications may not be made until after the test. Taking State and Local Examinations Scheduled for the Same Day

If you have applied to take a written test announced by either one or several local jurisdictions (county, town, city) scheduled to be held on the same test date as this written test, you must notify each of the local jurisdictions no later than two weeks before the test date to make arrangements for taking all tests at one test site. Eligibility for Examination

To be considered a qualified employee eligible to compete in this examination, you must be employed in, or on leave from, the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.
