|You may be assigned to either Saturday or Sunday to take your test. The Department of Civil Service reserves the right to administer tests either online or with paper booklets and answer sheets. Your admission notice will tell you whether your test will be administered online. You cannot request a day in advance or change your scheduled day.|

On or before December 14, 2019, you must be a qualified employee of the New York State Department of Agriculture and Markets and have had three months of permanent competitive service as a Dairy Products Specialist 1, Dairy Products Specialist 1 (Spanish Language), Dairy Products Specialist Trainee 1, Dairy Products Specialist Trainee 2, Dairy Products Specialist Trainee 1 (Spanish Language), or Dairy Products Specialist Trainee 2 (Spanish Language).
Only the title or titles listed are qualifying.
If you were permanently appointed to a qualifying title on or before September 14, 2019 and have served continuously in this title since that date, you are eligible to file for this examination.
Qualifying Experience for Appointment from the Eligible List
After one year of service as a Dairy Products Specialist 1 or Dairy Products Specialist 1 (Spanish Language), successful candidates will be qualified for appointment from the eligible list.
These positions require extensive travel. Appointees must possess at the time of appointment and continuously thereafter a valid driver���s license to operate a motor vehicle in New York State, and have access to a motor vehicle when necessary.
Subject of Examination
|There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:||For Examination Numbers|
|1. Administrative techniques and practices - These questions test for a knowledge of management techniques and practices used in directing or assisting in directing a program component or an organizational segment. Questions cover such areas as interpreting policies, making decisions based on the context of the position in the organization, coordinating programs or projects, communicating with employees or the public, planning employee training, and researching and evaluating areas of concern.||X||X|
|2. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.||X||X|
|3. Producing, processing, and testing dairy products - These questions test for knowledge of the production, processing, and testing of milk and dairy products. The questions may cover such topics as principles of chemistry, bacteriology, dairy science, and environmental sanitation; composition; good manufacturing practices; spoilage; adulteration of dairy products; methods and equipment for sampling, handling, and shipping producer milk and dairy products; and laboratory testing methodologies for the examination and analysis of milk and dairy products.||X||X|
|4. Inspection and interviewing techniques - These questions test your ability to select the proper course of action in situations which might occur during routine inspections. Question topics may cover, but will not be limited to, such areas as interviewing, gathering information and evidence, maintaining proper attitude, and handling irregularities and violations with integrity and sound judgment. Some questions may be in a situational format while others may deal with the proper principles and practices of inspection.||X|
|5. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.||X|
|6. Dairy production and processing equipment - These questions test for knowledge of the design, construction, installation, and operation of milk handling equipment used on dairy farms and in processing plants and associated transportation systems.||X|
If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime Veterans' credits to your final passing score.
Credit for Seniority
Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.
As a Dairy Products Specialist 2, you would supervise Dairy Products Specialists 1; direct regional staff in inspection, rating, auditing and investigation activities. Depending on assignment you would administer the inspection program in an assigned multi-county area of the State; assist in planning and conducting training programs; direct and coordinate regional implementation of the Food Safety Modernization Act (FSMA) Program; provide technical expertise and interpretation of regulations to ensure uniform application of State and federal laws, regulations and policies; and may implement one or more Statewide programs relating to the dairy industry; or coordinate central office activities which may include duties pertaining to compliance or functioning as the Interstate Milk Shippers Program Supervisor and Food Safety Modernization Act Compliance Coordinator.
As a Dairy Products Specialist 2 (Dairy Equipment), you would serve as a specialist in the design, construction, installation, and operation of milk handling equipment used on dairy farms and in milk processing plants. You would provide technical expertise and instruction to Dairy Product Specialists, and serve on appropriate national level committees including the National 3-A Committee, Dairy Practices Council, and the National Conference on Interstate Milk Shipments committee responsible for approving all food related equipment used within dairy plants and farms.

Admission to Examination
Notice to appear for the test may be conditional as review of applications may not be made until after the test. Taking State and Local Examinations Scheduled for the Same Day
If you have applied to take a written test announced by either one or several local jurisdictions (county, town, city) scheduled to be held on the same test date as this written test, you must notify each of the local jurisdictions no later than two weeks before the test date to make arrangements for taking all tests at one test site. All tests will be held at the state examination center. Eligibility for Examination
To be considered a qualified employee eligible to compete in this examination, you must be employed in, or on leave from, the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.
