You may be assigned to either Saturday or Sunday to take your test. The Department of Civil Service reserves the right to administer tests either online or with paper booklets and answer sheets. Your admission notice will tell you whether your test will be administered online. You cannot request a day in advance or change your scheduled day.

It is important that you verify that you entered the correct examination number and title on your online or paper application prior to submitting. Minimum Qualifications

On or before December 14, 2019, you must be a qualified employee of the New York State Office of the State Comptroller and have three months of permanent competitive or 55-b/55-c services as a:

For No. 38-492: Program Aide, Program Aide (Spanish Language), Office Assistant 2, Office Assistant 2 (Spanish Language), Office Assistant 2 (Calculations), Office Assistant 2 (Customer Service), Office Assistant 2 (Customer Service) (Spanish Language), Office Assistant 2 (Keyboarding), Office Assistant 2 (Keyboarding) (Spanish Language), Secretary 1, Secretary 1 (Spanish Language), or Employees Retirement System Examiner 1.

For No. 38-493:

Either A. Unclaimed Property Applications Clerk 3, Unclaimed Funds Examiner 1, Office Assistant 3, or Office Assistant 3 (Calculations);

Or B. Legal Assistant 1 or Legal Assistant 2.

For No. 38-494:

Either A. Unclaimed Property Applications Clerk 4, Unclaimed Funds Examiner 2, Senior Abandoned Property Accounts Auditor or Auditor 1 (Abandoned Property);

Or B. Head Audit Clerk or Legal Assistant 2.

Only the title or titles listed are qualifying.

If you were permanently appointed to a qualifying title on or before September 14, 2019, and have served continuously in this title since that date, you are eligible to file for this examination.

Qualifying Experience for Appointment from the Eligible List

After one year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.

Eligibles who meet the ���B��� qualifications, and who are subsequently appointed to an ���A��� title, may request to have their name added to the ���A��� list, once they have completed the one year of service in the ���A��� title. The request should be submitted in writing to the NYS Department of Civil Service, Albany, New York 12239; Attention: S-2:38492/3/4.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:For Examination Nos.

1. New York State Abandoned Property Law, Rules, Regulations and Unclaimed Property Policies and Procedures - New York State Abandoned Property Law, rules, regulations and Unclaimed Property policies and procedures. These questions test for knowledge of the New York State Abandoned Property Law, the Comptroller's Rules and Regulations, and established written policies and procedures relevant to the operations of the New York State Office of Unclaimed Funds in effect as of January 1, 2019. Some of the questions are presented in the context of specific situations and may require you to draw conclusions or perform calculations to determine answers. XX
2. Understanding and Interpreting Written Material - These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic. XXX
3. Preparing Written Material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences. XXX
4. Customer Service - These questions test for knowledge of techniques used to interact with other people, to gather and present information, and to provide assistance, advice and effective customer service in a courteous and professional manner. Questions will cover such topics as understanding and responding to people with diverse needs, perspectives, personalities, and levels of familiarity with agency operations, as well as acting in a way that both serves the public and reflects well on your agency. 5. Ensuring Effective Inter/Intra Agency Communications - These questions test for understanding of techniques for interacting effectively with individuals and agencies, to educate and inform them about topics of concern, to clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with the staff of one's own agency and/or that of other agencies in cooperative efforts of public outreach or service. XX
6. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline. 7. Administrative supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections. If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime Veterans' credits to your final passing score.

Credit for Seniority

Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.

Duties

As an Unclaimed Funds Examiner 1, you would conduct outreach to find the rightful owners of abandoned property, issue refunds, and facilitate the transfer of surplus funds to the State���s General Fund. You would process abandoned property reports, claims, and securities related to the New York State Abandoned Property Law. You would ensure that the Office of the State Comptroller's rules, regulations, and procedures are followed when processing unclaimed funds held in trust by the State of New York. You would supervise clerical staff that process abandoned property reports, claims and securities.

As an Unclaimed Funds Examiner 2, you would review, approve, or reject abandoned property reports, the payment of claims, or the delivery of securities; review and verify determinations and calculations for reports, claims, and securities processed by staff; resolve processing questions involving difficult abandoned property reports, the validity of difficult claims, and documentation supporting claims; evaluate work flow procedures in assigned processing unit and write new or revised procedures as necessary; may conduct and lead unclaimed funds outreach events by assisting the public in determining if they have unclaimed funds, and provide direction on how to file a claim; and supervise Office Assistants and Unclaimed Funds Examiners 1.

As an Unclaimed Funds Examiner 3, you would manage the operations of a reporting, processing or securities unit in the Office of Unclaimed Funds; establish unit goals, procedures, objectives, and priorities by assigning staff to meet unit workflow priorities; prepare employee evaluations and counsel employees as necessary; ensure adherence to and enforcement of New York State Abandoned Property Law, and agency rules and regulations; resolve abandoned property reports, claims, and securities requiring sensitive handling or requiring interpretation of abandoned property laws, rules, and regulations; may organize all activities related to unclaimed funds outreach events; and supervise Unclaimed Funds Examiners 2.

Admission to Examination

Notice to appear for the test may be conditional as review of applications may not be made until after the test. If you have not received your notice to appear for the written test three days before the date of the test, email us at AdmissionNotices@cs.ny.gov. Taking State and Local Examinations Scheduled for the Same Day

If you have applied to take a written test announced by either one or several local jurisdictions (county, town, city) scheduled to be held on the same test date as this written test, you must notify each of the local jurisdictions no later than two weeks before the test date to make arrangements for taking all tests at one test site. All tests will be held at the state examination center. Eligibility for Examination

To be considered a qualified employee eligible to compete in this examination, you must be employed in, or on leave from, the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.

Cell Phones or Electronic/Communication Devices at the Test Site

Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
