On or before October 30, 2021, you must be a qualified employee of the New York State Teachers? Retirement System with three months of permanent competitive or 55-b/55-c service in a position as follows:
For No. 38-759:
Either A. Teachers' Retirement Examiner 1;
Or B. Assistant Actuary, Information Technology Specialist 1, Information Technology Specialist 1 (Programming), Office Assistant 3, Office Assistant 3 (Calculations), Program Aide, Secretary 1, Secretary 2, Administrative Assistant 1, or Administrative Assistant 2.
For No. 38-760:
Either A. Teachers' Retirement Examiner 2;
Or B. Assistant Actuary, Head File Clerk, Information Technology Specialist 1, Information Technology Specialist 1 (Programming), Office Assistant 3, Office Assistant 3 (Calculations), Public Information Specialist 1, Secretary 2, or Administrative Assistant 2.
For No. 38-761:
Either A. Teachers' Retirement Examiner 3;
Or B. Public Information Specialist 1, Retirement Systems Information Representative 2.
Only the title or titles listed are qualifying.
If you were permanently appointed to a qualifying title on or before July 30, 2021, and have served continuously in this title since that date, you are eligible to file for this examination.
Qualifying Experience for Appointment From the Eligible List
After one year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list. Eligibles who meet the ?B? qualifications, and who are subsequently appointed to an ?A? title, may request to have their name added to the ?A? list, once they have completed the one year of service in the ?A? title. The request should be submitted in writing to the NYS Department of Civil Service, Albany, New York 12239; Attention: S2EMZ.
Order of Certification
The order of certification of this eligible list will be:

As a Teachers' Retirement Examiner 2, you would process retirement applications; calculate a variety of benefits in accordance with applicable laws, rules, and regulations; approve salary and service data used in benefit calculations; edit and process reports; present seminars to school district personnel; respond to questions for members, school districts, colleges, and department staff; and supervise the work of Teachers' Retirement Examiners 1 and clerical/support staff.
As a Teachers' Retirement Examiner 3, you would make salary and service determinations; present seminars to customers; coordinate the resolution of complex legal and administrative issues; implement legislative and process changes; respond to customer inquiries; and perform the full range of supervisory duties over Teachers' Retirement Examiners 1 and 2.
As a Teachers' Retirement Examiner 4, you would research, analyze, and resolve highly sensitive or complex cases; assist in the preparation of the departmental operating budget; provide reports to management, board members, and other departments; conduct educational seminars for customers and staff; recommend changes to legislation; review and analyze proposed legislation; analyze and oversee the implementation of new legislation; assist in planning activities; and perform the full range of supervisory duties over Teachers' Retirement Examiners 1, 2, and 3.
Subject of Examination
|There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:||For Examination Numbers|
|1. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.||X||X|
|2. Understanding and interpreting written material - These questions test how well you comprehend written material. You will be provided with brief reading selections and will be asked questions about the selections. All the information required to answer the questions will be presented in the selections; you will not be required to have any special knowledge relating to the subject areas of the selections.||X||X|
|3. Laws, rules & regulations, legal opinions & written policies and procedures of the NYSTRS - These questions are designed to test for knowledge of laws, rules, regulations (sections 5000-5015 and 5020-5021; 5023 and 5025), legal opinions and written policies and procedures of the New York State Teachers' Retirement System in effect as of June 30, 2021. Some of the questions are presented in the context of specific employment and/or retirement situations and may require you to draw conclusions or perform calculations to determine the answers.||X||X|
|4. Arithmetic reasoning - These questions test your ability to solve an arithmetic problem presented in sentence or short paragraph form. You must read the problem, understand the situation presented, decide what must be done to solve it, and apply the appropriate arithmetic operation(s) in the appropriate order, in order to determine the correct answer. Knowledge of addition, subtraction, multiplication, and division will be necessary. Questions may also involve the use of percents, decimals, and fractions. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.||X|
|5. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.||X|
|6. Understanding and interpreting tabular material - These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.||X||X|
|7. Educating and interacting with the public - These questions test for knowledge of techniques used to interact effectively with individuals and/or community groups, to educate or inform them about topics of concern, to publicize or clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with others in cooperative efforts of public outreach or service.||X||X||X|
|8. Administrative supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.||X||X|
|9. Preparing reports and official documents - These questions test for the ability to prepare reports and other official documents for use within and among governmental agencies, in legal or regulatory settings, or for dissemination to the public. Some questions test for a knowledge of correct grammar, usage, punctuation, and sentence structure. Others test for the ability to use the proper tone and to express information clearly and accurately.||X|
|10. Evaluating conclusions in light of known facts - These questions test for knowledge of techniques used to interact effectively with individuals and/or community groups, to educate or inform them about topics of concern, to publicize or clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Your final score on the eligible list will be determined after adding any wartime Veterans' credits.
Credit for Seniority
Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.

Admission to Examination
Notice to appear for the test may be conditional as review of applications may not be made until after the test. If you have not received your notice to appear for the written test three days before the date of the test, email us at AdmissionNotices@cs.ny.gov. Please provide your first and last name, address, and the last four digits of your social security number, and we will provide you with the information you need to attend your written test. Taking State and Local Examinations Scheduled for the Same Day
If you have applied to take a written test announced by either one or several local jurisdictions (county, town, city) scheduled to be held on the same test date as this written test, you must notify each of the local jurisdictions no later than two weeks before the test date to make arrangements for taking all tests at one test site. All tests will be held at the state examination center. Eligibility for Examination
To be considered a qualified employee eligible to compete in this examination, you must be employed in, or on leave from, the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.
Cell Phones or Electronic/Communication Devices at the Test Site
The use of cell phones, beepers, headphones, or any electronic or other communication devices at your personal testing site or in the test room, hallways, restrooms, building, grounds, or other areas, except as expressly authorized by the Department of Civil Service, could result in your disqualification.
