DEPARTMENT OF CIVIL SERVICE
MINIMUM QUALIFICATIONS TO PARTICIPATE IN THIS EXAMINATION:
On or before June 6, 2003, you must be a qualified employee of the New York
State Department of Civil Service and have had permanent competitive or 55-b/55-c
service as follows:
For No. 39-604: as a Chief Personnel Examiner
For No. 39-605: as a Chief Personnel Examiner
or Principal Personnel Examiner
QUALIFYING EXPERIENCE FOR APPOINTMENT FROM THE ELIGIBLE LIST: After
one year of the service described in the Minimum Qualifications, successful
candidates will be qualified for appointment from the eligible list.
SUBJECT OF EXAMINATION: There will be an oral test which you
must pass in order to be considered for appointment. The oral test is designed
to evaluate against the general background of the positions:
- Problem Analysis and Solution Skills – including
competencies such as: identifying and analyzing organizational problems and
implications; determining priorities and solutions; recognizing alternative
courses of action; making decisions; adjusting decisions and solutions to
changing situations; recognizing and resolving conflicting information; allocating
organizational resources; and moving the organization toward its goals.
- Oral Communication Skills – including competencies
such as: presenting the organization's vision and mission to others; explaining
the analysis of organizational problems and implications; discussing alternatives,
solutions to problems; logic, clarity, and conciseness of presentation; descriptive
language appropriate to the audience; and ease of discussion interaction.
- Interpersonal and Staff Management Skills – including
competencies such as: dealing positively and effectively with others; encouraging
a work environment that fosters innovation; assuming appropriate role in the
organization; keeping organizational goals in mind while balancing the needs
and interests of others; establishing networks with key individuals and groups;
involving relevant parties in decision making; monitoring the quality, quantity
and timeliness of staff work; challenging staff to do good work; and promoting
teamwork.
Final passing scores will be computed using your score of 70 or higher on the
oral test. Rank on the eligible list will be determined by your final passing
score and adding any additional wartime veterans' credits.
The Oral Test will be held in Albany only.
SENIORITY: The relative importance of length of service in
preparing candidates for these management-level positions will not add to the
ability of the examination to make merit distinctions necessary for promotion.
Therefore, there will be no credit granted for seniority in this examination.
DUTIES: Working as a team, the Director, Division of Testing
Services, the Assistant Director, Testing Services, and Testing Services Program
Manager will coordinate the management and direction of the Division of Testing
Services in the development, administration, and validation of State and local
examination programs.

you must be employed in the specified department or agency on a permanent
or contingent permanent basis in the competitive class, or in the non-competitive
class or labor class if specifically noted on this announcement (or be on

title or salary grade. You may not compete in a test for a title if you
are permanently employed in that title (unless you are still on probation)
or in a higher direct line of promotion.
