ATTENDANCE AND LEAVE MANUAL
ADVISORY MEMORANDUM NO. 2001-07
December 3, 2001
TO: Manual Holders
FROM: William Doyle, Director, Staffing Services
SUBJECT: Health Option Program (HOP)
The Health Option Program (HOP) is available in calendar year 2002 to eligible employees represented by CSEA, PEF and DC 37 as well as Managerial/Confidential (M/C) employees. The enrollment period began on November 1, 2001 and ended on November 30, 2001.
The maximum annual health insurance contribution credit available to full-time employees under HOP in 2002 will be increased from $300 to $310.50 to reflect a 3.5% general salary increase. Similarly, for eligible part-time employees, the maximum credit available for 2002 will be equal to $310.50 multiplied by the employee's payroll percentage.
M/C employees and those represented by DC 37 who are enrolled in the IPP and elect to enroll in HOP will have the maximum health insurance contribution credit increased from $300 or $150, depending on their payroll percentage, to $310.50 or $155.25 respectively.
During 2002, employees on the Administration payroll cycle will earn sick leave at the HOP rate beginning with the pay period ending January 2, 2002. The last pay period in which they will earn sick leave at the HOP rate ends on December 18, 2002. For employees on the Institution payroll cycle, other than those in the IPP, the dates are January 9, 2002 and December 25, 2002 respectively. Employees in the IPP are credited with sick leave at the applicable HOP rate on grant dates that fall between January 1, 2002 and December 31, 2002.
For employees on the Administration payroll cycle, the first paycheck reflecting the health insurance contribution credit will be issued on January 2, 2002 and the last check reflecting the health insurance contribution credit will be issued December 18, 2002. (The check issued on December 31, 2002 is not part of HOP for 2002 and will not reflect the health insurance contribution credit.). For employees on the Institution payroll cycle, the dates are January 10, 2002 and December 26, 2002 respectively.
All other provisions of the program remain unchanged. Agencies should continue to refer to Policy Bulletin No. 2000-02R, dated March 20, 2001. Questions should be referred to the Attendance and Leave Unit of this Department at (518) 457-2295.
