SUBJECT: Leave Adjustment Programs for Part-Time Annual Salaried Employees in the CSEA and PS&T Units—Crediting for 2004–2005

This memo addresses how to credit vacation, sick leave, and personal leave adjustment credits under the Leave Adjustment Program for Part-Time Annual Salaried Employees (CSEA) and the Leave Adjustment Pilot Program for Part-Time Annual Salaried Employees (PS&T) for 2004–2005. This clarification is necessary because of a 27th pay period in 2004–2005 for agencies on the Administration payroll cycle. There is not a 27th pay period for agencies on the Institution payroll cycle.

Crediting of Vacation and Sick Leave Adjustment Credits

Under the guidelines for the part-time leave adjustment programs for employees in these units, the crediting of vacation and sick leave adjustment credits is normally made for pay periods 1–13 and again for pay periods 14–26. (See Policy Bulletins 2004-02 and 2004-04.) However, because of the addition of the 27th pay period in 2004–2005 for agencies on the Administration payroll cycle, the crediting of vacation and sick leave adjustment credits should be handled as follows:

For the latter half of 2004–2005, the calculation of leave adjustment credits due employees on the Administration payroll cycle should be based on additional time worked in pay periods 14–27, not pay periods 14–26.

Please note that the crediting of vacation and sick leave adjustment credits for pay periods 14–27 must occur within sixty days following the end of pay period 26. The sixty-day period in which to credit employees with the adjustment credits they are due is not extended because of the 27th pay period.

Crediting of Personal Leave Adjustment Credits

CSEA Unit Employees
Employees on the Administration payroll cycle will be credited with personal leave adjustment credits on May 30, 2005 for the period April 1, 2004 through March 31, 2005 (pay periods 1–27).

PS&T Unit Employees
Employees on the Administration payroll cycle will be credited with personal leave adjustment credits on May 30, 2005 for the six-month period October 1, 2004 through March 31, 2005 (pay periods 14–27).
