ISSUE:

Period of time in which a withdrawn agency has to file retroactive transactions.

Background:

A policy has not been established to limit the period of time in which a withdrawn participating employer or participating agency can process retroactive health insurance transactions. As a result, transactions continue to be processed for many months after withdrawal by some former participants. Although we include in the letter we send to the employer acknowledging the withdrawal date, a statement that adjustments must be made prior to the withdrawal date, we permit the System to continue to accept transactions indefinitely.

Policy:

Inform the withdrawing employer that enrollment adjustments will be permitted for a period of three months after the withdrawal date. Incorporate an edit into the System that rejects transactions after this period.
