Minimum Qualifications

On or before August 12, 2017, you must have:

Either 1. five years of technical experience in the fields of mapping or digital photogrammetry;*

Or 2. a bachelor’s degree in cartography, civil engineering, computer science, engineering technology, forestry, geography, Geographic Information Systems (GIS), geology, landscape architecture, photogrammetry, planning or surveying, including or supplemented by 18 semester credit hours in cartography, LiDAR, Geographic Information Systems (GIS), surveying, and/or photogrammetry;** AND one year of technical experience as described above.*

*Use of GIS or CAD tools to produce high accuracy base maps through digitizing and other data entry methods, in accordance with industry-accepted and well documented base mapping specifications and procedures, which may form the foundation of GIS user applications will be considered mapping experience (or photogrammetric experience if applicable). Experience limited to CAD use or GIS user production of thematic overlays to such base maps or to generate system-produced GIS maps will NOT be considered as appropriate experience.

**You must include, with your application, a transcript or a list of qualifying courses showing the name of the course, the number of semester credit hours, dates of completion, the college or university attended, and whether the course is at the graduate or undergraduate level.

If you expect to meet the educational requirements by January 31, 2018, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by January 31, 2018 may result in your removal from the eligible list.

  1. Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at You must pay the required evaluation fee.   2. Non-credit courses that are formally listed courses at an acceptable college or university may be accepted as substitution for the required credited course work. If you are requesting substitution of non-credit courses, you must include a formal course description in sufficient detail to demonstrate that the course is equivalent to a credit course in the same subject. Formal qualifying training received in the military may be counted as work experience, not as a substitute for college studies.
  3. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  4. New York State residence is not required.

Vision Test: A vision test including near vison, far vision, and stereo vision will be required prior to appointment. As a Mapping Technician 3, using automated techniques, you would compile maps based on analysis and interpretation of source materials in accordance with documented specifications and procedures; prepare finished map products; use stereoplotting equipment and/or LiDAR; maintain Geographic Information Systems (GIS); participate in GIS data distribution functions; develop digital terrain models; perform aerotriangulation adjustments and error analysis for project control; produce or maintain GIS datasets; assist in the acquisition and edit of vendor prepared mapping and digital terrain models; serve as lead for special projects; assist in managerial duties including project control and project planning and estimating; and perform digital file management activities.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Understanding and interpreting maps, aerial photography, survey data and other source materials used in map construction - These questions test for the ability to read, analyze and perform computations based on cartographic drawings, site plans, survey notes and mapping-related written presentations, and for basic knowledge of the terminology and principles involved in reading and working with aerial photographs and other remotely-sensed imagery, including scale conversion and focal point computations and LiDAR.
  2. Principles and practices of Geographic Information Systems (GIS) - These questions test for knowledge of the concepts, methods, procedures, and computations used when developing, creating, revising, and producing maps and site plans, and may include GIS design features, database construction, interactive editing and labeling, and utilizing GIS systems, web technology, and mapping software based on field, aerial photographic, and global positioning system information.
  3. Principles of cartography, photogrammetry, map projections, coordinate systems, aerotriangulation, and control surveys as related to map design - These questions test for knowledge of the concepts, terminology, and computations involved in map development, and may include photogrammetric techniques, mapping projection systems, map design standards, scales, and working with survey, cartographic, and photogrammetric information.
  4. Understanding and interpreting written material - These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.

Cell Phones or Electronic/Communication Devices at the Test Site

Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
