Minimum Qualifications

On or before May 12, 2018, you must have a master’s or higher degree in one of the following subject areas:

Seven years of full-time managerial experience† in higher or professional education;


Seven years of full-time managerial experience† in one of the professions licensed by the State Education Department in which you were an administrator of an educational program that qualifies for licensure in one of the professions licensed by the State Education Department pursuant to Title VIII of the Education Law;


Seven years of full-time managerial experience† as an administrator in a program for the development, revision or critical evaluation of professional education curricula; or experience as an administrator of a regulatory program or programs.

†three years of the seven years of managerial experience must be in a leadership position with responsibility for developing and implementing policy, defining goals, and planning and directing the work of others in activities designed to accomplish these goals.

The information you provide on your examination application will be the only basis for determining your eligibility for meeting the minimum qualifications. Ambiguity, vagueness, or omissions will not be decided in your favor. It is essential that you describe your education and qualifying experience as completely as possible on your application.

If you expect to meet the educational requirements by September 30, 2018, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirements to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by September 30, 2018 may result in your removal from the eligible list.


  1. Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at You must pay the required evaluation fee.   2. A promotion examination is also being held for this position. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.
  3. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  4. New York State residence is not required.

Under the general direction of the Deputy Commissioner for the Office of the Professions, the Director of Professional Licensing is the lead manager in the issuance of credentials that authorize practice in the 50+ professions included in Title VIII of State Education Law. The incumbent leads a Division of approximately 100 staff that work in cooperation with the other parts of the Office of the Professions to review applications, review the credentials of graduates of non-registered programs, provide licensing examinations, issue licenses, registrations and permits, create and maintain records of licensees and business entities, and perform other related credentialing activities. The incumbent will provide policy direction to managers; oversee the Committee on the Professions, and will have lead responsibility for implementing major technology initiatives to provide on-line services to applicants for professional licensure.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Analyzing and evaluating information - These questions test for the ability to analyze, interpret, and draw reasonable conclusions from information presented in text, data, images or symbols. This may involve identifying a significant problem or issue; focusing on relevant data and text; identifying trends, relationships, and significant features; assessing relevant alternatives; suggesting or evaluating possible conclusions; and applying logical principles to information provided.   2. Working and interacting with others - These questions test for knowledge of how to effectively approach work and maintain professional relationships with others in the workplace. Each question presents a situation and a number of possible approaches for handling it. Question topics may include working with supervisors and coworkers, interacting with members of the public, handling conflict, and managing workplace demands and priorities. The questions are not specific to any job title or place of work. Sample test material for Working and interacting with others is available.
  3. Understanding and interpreting written material - These questions test how well you comprehend written material. You will be provided with brief reading selections and will be asked questions about the selections. All the information required to answer the questions will be presented in the selections; you will not be required to have any special knowledge relating to the subject areas of the selections.   4. Administrative supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.   5. Understanding and applying administrative principles - These questions test for knowledge of how to effectively manage and direct an organization or an organizational segment. These questions cover such areas as developing objectives, formulating policies, making decisions, forecasting and planning, developing personnel, organizing and coordinating work, communicating information, providing leadership, and delegating authority and responsibility.   6. Preparing reports and official documents - These questions test for the ability to prepare reports and other official documents for use within and among governmental agencies, in legal or regulatory settings, or for dissemination to the public. Some questions test for a knowledge of grammar, usage, punctuation, and sentence structure. Others test for the ability to present information clearly and accurately, to use the proper tone, and to organize paragraphs logically and comprehensibly. Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after addng any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.
