Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.

Minimum Qualifications

On or before August 11, 2018, you must have:

For No. 26-518:

Either 1. a bachelor’s degree in biological, environmental or physical science; chemistry; chemical, environmental or nuclear engineering; health physics; or nuclear medicine technology, AND two years of professional experience in radiological science or nuclear engineering;*

Or 2. a master’s degree or higher in any of the disciplines listed above AND one year of the qualifying experience noted above.

For No. 26-519:

Either 1. a bachelor’s degree in biological, environmental or physical science; chemistry; chemical, environmental or nuclear engineering; health physics; or nuclear medicine technology, AND three years of professional experience in radiological science or nuclear engineering, one year of which must have included direct supervision of health physics staff or radiation safety staff;*

Or 2. a master’s degree or higher in any of the disciplines listed above AND two years of the qualifying experience noted above, one year of which must have included the supervisory experience noted above.

*Examples of experience that will qualify are radiation protection or control which may include:

  1. ensuring compliance with radiation safety protocols to meet regulatory standards
  2. implementation of basic health physics practices
  3. use of radioactive isotopes or management of radioactive waste
  4. use of radiation detection and measurement instruments
  5. characterization of environmental radiological contamination

Examples of non-qualifying experience include, but are not limited to: experience limited to the use of X-ray equipment, such as an X-ray technician.

If you expect to meet the educational requirements by January 31, 2019, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by January 31, 2019 may result in your removal from the eligible list.

Notes

  1. These positions require travel. At the time of appointment, you will be required to possess a valid license to operate a motor vehicle in New York State or otherwise demonstrate your ability to meet the transportation needs of the job.
  2. The duties of these positions may require that you be fit tested to wear a respirator.
  3. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service.   4. A promotion examination is also being held for the Environmental Radiation Specialist 2 position. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.
  5. Although a promotion examination is being held, it is expected that appointments will be made as the result of this examination open to the public.
  6. Qualifying part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  7. New York State residence is not required.

Duties

As an Environmental Radiation Specialist 1, you would review reports and evaluate data on radiological contamination in the environment; review work plans for radiological investigations, monitor programs, and site remediation; develop recommendations for further action for supervisory review; prepare correspondence commenting on or conveying the approval of plans and permits; in the field, observe remedial operations; measure radiation levels; install and maintain radiation monitoring devices; collect samples of environmental media; package samples and ship to laboratories for analysis; use and maintain radiation detection instruments; select laboratory analyses for radioactive contaminants in environmental samples, exposure pathway analyses, and radiation dose projections; evaluate resulting radiological data; write reports of field work; and issue new permits, regulating the type and amount of permitted radiological emissions or releases, their impact on the environment, and the required steps to be taken to mitigate this impact.

As an Environmental Radiation Specialist 2, in addition to the duties listed above, you would supervise and train Environmental Radiation Specialists 1’s; supervise a permitting program to regulate discharges of radioactive material; review selected applications and all permits prepared by subordinates prior to approval; review and revise regulations to conform to federal and State laws and regulations governing radioactive discharges and disposal; review reports, data collection results, and proposed actions prepared by subordinates; provide the necessary expertise, as needed, in enforcement actions carried out by the agency; participate in public hearings and meetings on proposed regulations, radiological impacts, and technical evaluations of permit applications; and assign tasks to subordinates, set deadlines for completion of tasks, read drafts of regulations to determine their accuracy, effectiveness and feasibility, and direct subordinates to make necessary corrections.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:For Examination Nos.

1. Evaluation and control of radioactive emissions and discharges to the environment - These questions test for knowledge of the principles and practices involved in measuring and controlling the release of radioactive materials from operational facilities to the environment, and may include such areas as selection of sampling methods and equipment; analysis of sampling results; selection of emission control equipment; assessment of the effectiveness of emission control measures; factors affecting atmospheric dispersion; assessment of radiation doses and environmental impacts resulting from radioactive emissions and discharges; and application of 6 NYCRR Part 380 regulations.**XX
2. Assessment and remediation of radioactive contaminants in the environment - These questions test for knowledge of the principles and practices involved in addressing environmental contamination due to radioactive materials, and may include such areas as selection and use of radiation detection instruments; collection of environmental samples; selection of radioanalytical methods; evaluation of analytical results; radiation dose assessment; and performance of post-remediation surveys and sampling.**XX
3. Disposal of radioactive waste - These questions test for knowledge of the principles and practices involved in disposing of radioactive waste in accordance with 6 NYCRR Parts 380-383 and 10 CFR Parts 20 and 61, and may include such areas as identifying the types and classes of radioactive waste; appropriate disposal methods for the various types and classes of radioactive waste; transportation of radioactive waste; and performance objectives for radioactive waste disposal facilities.**XX
4. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.XX
5. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline. Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.
