Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.

Minimum Qualifications

On or before December 1, 2018, you must have a bachelor's degree in social work, psychology, nursing, rehabilitation, education, occupational therapy, physical therapy, recreation or recreation therapy, counseling, community mental health, child and family studies, sociology, or speech and hearing; AND:

Either 1. four years of experience providing direct services, as defined below, to individuals, 50% of whom have been diagnosed with mental illness, developmental disabilities, and/or substance use disorder. One of the four years must have included working with individuals, 50% of whom have a primary diagnosis of mental illness.

Or 2. four years of experience, as defined below, linking individuals, 50% of whom have been diagnosed with mental illness, developmental disabilities, and/or substance use disorder, to a broad range of services essential to living successfully in a community. One of the four years must have included working with individuals, 50% of whom have a primary diagnosis of mental illness.

Substitution: A master's degree in one of the fields listed above may be substituted for one year of the general required experience.

Definitions

If you expect to meet the educational requirements by June 30, 2019, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by June 30, 2019 may result in your removal from the eligible list.

Notes

  1. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  2. New York State residence is not required.
  3. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the New York State Department of Civil Service, Albany, New York 12239. Attention: S1MXT.
  4. If you apply for any of the language parenthetic examinations, an application will automatically be submitted for you for No. 26-551, Intensive Case Manager at no additional cost.
  5. Language Proficiency: If you pass the examination(s) and are considered for appointment to a language parenthetic, you will be required to demonstrate your Chinese, Korean, or Spanish language proficiency at a level that will ensure your ability to perform properly the duties of the position. Only enough candidates to fill current vacancies will be called to the proficiency test. In addition to the duties, incumbents must be able to read, write and speak English and must be able to follow written and spoken instructions. If other language parenthetics are established, the list will also be used to fill those positions and appointees must demonstrate their language proficiency prior to appointment.
  6. Background Investigation/Justice Center Review: In some agencies, the names of all prospective employees will be:
    • Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s);
    • Investigated through a Criminal Background Check (CBC). All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of state and federal laws;

    and may be:

    • Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees whose names appear on the SCR may be barred from appointment.

    You will be responsible for payment of all required fees.

Duties

As an Intensive Case Manager, you would provide services in the community to a caseload of culturally diverse individuals with severe and persistent mental illness on a 24-hour, on-call basis. You would assess individuals' needs; advocate for individuals in accessing and obtaining services to meet those needs; link, coordinate, and purchase psychiatric services and other supports essential to living successfully in the community, such as medical, vocational, educational, recreational, rehabilitation, housing, transportation, legal, and financial services; monitor individual participation and progress; and complete, maintain, and update individual case records and reports. You would work primarily in the community in which the individual resides, not in an office environment.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Interviewing - These questions test for knowledge of the principles and practices employed in obtaining information from individuals through structured conversations. These questions require you to apply the principles, practices, and techniques of effective interviewing to hypothetical interviewing situations. Included are questions that present a problem arising from an interviewing situation, and you must choose the most appropriate course of action to take.
  2. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
  3. Principles and practices of social casework -These questions test for knowledge of the principles and practices used to provide casework services. Questions may cover such topics as mental, developmental, physical, social and substance use disorders and/or disabilities; assessing client strengths and needs; building and maintaining relationships with clients and their support network; ability to make and advocate for appropriate service referrals; ability to provide advocacy and support; and professional and ethical concerns in casework practice.
  4. Working with individuals to promote mental health - These questions test for knowledge of characteristics, causes and treatment methods associated with working with individuals who may have mental, developmental, physical, social and substance use disorders and/or disabilities. Questions cover such topics as establishing, maintaining and terminating client relationships; recognizing, interpreting, and responding to individual and group behaviors, as well as crisis situations; and facilitating access to essential services such as financial, housing, medical, educational, legal, vocational, and recreational.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.

Notice to appear for the test may be conditional as review of applications may not be made until after the test. All tests will be held at the state examination center.
