Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.

Minimum Qualifications

On or before May 11, 2019, you must have:

Either 1. seven years of experience planning multi-trade building facility construction projects, or in policy development or planning of multi-trade municipal land use projects;

Or 2. an associate's degree in the field of architecture; landscape architecture; planning; engineering technology; construction management; construction technology; architectural technology; building science; or engineering and five years of the above qualifying experience;

Or 3. a bachelor's degree in the field of architecture; landscape architecture; planning; engineering technology; construction management; construction technology; architectural technology; building science; or engineering and three years of the above qualifying experience.

Qualifying Experience: Examples of acceptable experience planning multi-trade facility construction projects include: capital construction project planning, corporate construction project planning, public works construction projects, or other similar large scale construction project planning.

If you expect to meet the educational requirements by September 30, 2019, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by September 30, 2019 may result in your removal from the eligible list.

Notes

  1. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the New York State Department of Civil Service, Albany, New York 12239. Attention: S1KAC.
  2. Travel Requirements: Appointment to certain positions requires extensive travel within a designated area of assignment. Appointees to these positions may be required to operate a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the job. If the position requires that you operate a motor vehicle, you must possess a driver's license valid in New York State at the time of appointment and continuously thereafter. Field work and travel expenses are reimbursed on a fixed schedule.
  3. Background Investigation/Justice Center Review: The names of all prospective employees will be:

    • Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s);
    • Investigated through a Criminal Background Check (CBC). All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of state and federal laws;

    and may be:

    • Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees whose names appear on the SCR may be barred from appointment.

    You will be responsible for payment of all required fees.

  4. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  5. New York State residence is not required.

These positions exist in the New York State Office of General Services in Albany, Brooklyn, and West Brentwood; Department of Corrections and Community Supervision in Albany; the Office of Children and Family Services in Rensselaer; Office of Mental Health in Albany and New York; Office for People With Developmental Disabilities in Albany; the Office of Alcoholism and Substance Abuse Services in Albany, New York, and Buffalo.

Duties

As a Facilities Planner 2, you would be involved in planning and coordinating a continuous program of acquisition and construction of new facilities, and the rehabilitation and improvement of existing facilities. You would also compile construction programs including descriptions of the project, scope of the work, and spatial requirements for all capital projects. You would propose capital construction budgets, supplemental construction budgets, and reappropriation requests; maintain payment and work schedules for capital construction projects and participate in on-site inspections of construction projects. You would meet with representatives of the Division of the Budget, the Office of General Services, the Dormitory Authority, and/or the Power Authority to discuss construction projects. You may supervise subordinate staff. You might also assist in the development and management of a comprehensive Capital Master Plan process, including data collection, surveys, development of facility standards, review of planning consultant proposals and management of computerized facility database and project information reporting system. You might also assist in the management and development of an energy conservation program, including energy data management and analysis, fuel and utilities budget preparation, analysis of site energy use, and project management. You might also work with voluntary provider (not-for-profit) agencies to manage and oversee projects funded with capital grants from a State agency. Your duties may involve monitoring and oversight of analog-based systems, head end and IP systems/DVR recording systems, hard drives and, hard disks/recorded video systems, fence line security systems, and installation of electronic wiring and cables. You may be required to participate in the Department's emergency on-call rotating roster for night and weekend emergency response coordination for physical plant issues. Substantial statewide travel is required.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Building construction and rehabilitation - These questions test for knowledge of methods and materials used in the construction and renovation of buildings and may include such areas as structural members, walls, roofing, windows, doors, insulation, foundation preparation, and electrical, plumbing and HVAC systems.
  2. Facility space planning and analysis and energy conservation methods, including related codes - These questions test for knowledge of the principles and practices of building space planning and analysis, building systems energy conservation techniques and compliance with the Building and the Energy Conservation Construction Codes of New York State and the National Fire Protection Association Life Safety Code.
  3. Project planning, scheduling, management and inspection - These questions test for knowledge of, and the ability to apply, building project management techniques, including proper planning, scheduling, implementation, coordination and evaluation of such projects.
  4. Drawings, specifications and contract documents - These questions test for the ability to read and understand plans and for knowledge of proper preparation and interpretation of technical specifications and contract proposals. This may involve some basic mathematical computations.
  5. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
  6. Budgeting - These questions test for a knowledge of the principles and practices used by administrators when participating in the budget process. They cover such areas as the terminology associated with the budget process and budget cycle; program and capital budgeting; estimating the costs of budget items; assigning relative priorities to budget items; determining the consequences of funding at lower levels than requested; writing budget proposals and justifications; controlling expenditures; and implementing the budget.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.

Notice to appear for the test may be conditional as review of applications may not be made until after the test.
