Minimum Qualifications

On or before January 19, 2019, you must have:

For No. 26-597: A bachelor???s degree and three years of professional experience in the administration of a public health insurance program performing one or more of the following duties in a qualifying setting:*

For No. 26-598: A bachelor???s degree and five years of professional experience in the administration of a public health insurance program performing one or more of the duties above in a qualifying setting.* Two years of this experience must have been at a supervisory level.

For No. 26-599: A bachelor???s degree and six years of professional experience in the administration of a public health insurance program performing one or more of the duties above in a qualifying setting.* Three years of this experience must have been at a supervisory level, or one year of this experience must have been at a managerial level.

+Substitution: a master's degree may be substituted for one year of the general required experience. Education may not substitute for requirements of supervisory or managerial experience.

*Qualifying settings for this experience include, but are not limited to: health insurance companies; health research groups; local, State, and/or federal agencies; health policy think tanks; and health insurance exchanges.

Examples of non-qualifying experience: answering phones; printing and copying; filing; data entry and word processing; office inventory management; database maintenance; opening, sorting, and routing mail; scheduling; and direct patient care activities.

If you expect to meet the educational requirements by June 30, 2019, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by June 30, 2019 may result in your removal from the eligible list.

  1. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee.   2. You may file for these examinations by completing one NYS-APP application form or applying on the Internet. Unless you are eligible for a fee waiver, the indicated processing fee must be submitted for each examination listed on your application.
  3. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  4. New York State residence is not required.

Duties

As a Medicaid Redesign Analyst 2, you would be assigned to a health care program impacted by Medicaid Redesign and Medicaid Innovation related initiatives. You would perform a variety of programmatic duties related to health care delivery and payment system reform; conduct research, analysis, design, development, implementation, and/or financial/rate setting activities; recommend policy, program development, and/or financial/rate setting methodologies; handle issues with no clear precedents; and may supervise Medicaid Redesign Analysts 1, paraprofessional, or support staff.

As a Medicaid Redesign Analyst 3, you would supervise one or more units responsible for a health care program impacted by Medicaid Redesign and Medicaid Innovation related initiatives; supervise Medicaid Redesign Analysts 1 and 2, and/or other professional staff engaged in the development of policy and the implementation of new initiatives, including health care service and insurance programs and systems; and may serve as the assistant director of a bureau.

As a Medicaid Redesign Analyst 4, you would direct and manage a bureau of professional staff; oversee the development, implementation, administration, oversight, and/or monitoring of health care programs impacted by Medicaid Redesign and Medicaid Innovation related initiatives, including financial/rate setting and/or programmatic policies; and respond to high-profile issues and requests for information.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as: For Examination Numbers

1. Laws, rules, and regulations related to Medicaid - These questions test for the ability to understand and apply laws, rules, and regulations related to Medicaid in effect on October 1, 2018. All questions in this subtest area will be based on the laws, rules, and regulations contained in a Medicaid Study Guide developed by the NYS Department of Civil Service. This study guide will be available approximately 30 days before the test date at http://www.cs.ny.gov/testing/statetestguides.cfm. A copy of the Study Guide will also be given to you at the test; do NOT bring your own copy of the Study Guide to the test site. XXX
2. Preparing reports and official documents - These questions test for the ability to prepare reports and other official documents for use within and among governmental agencies, in legal or regulatory settings, or for dissemination to the public. Some questions test for a knowledge of grammar, usage, punctuation, and sentence structure. Others test for the ability to present information clearly and accurately, to use the proper tone, and to organize paragraphs logically and comprehensibly. XXX
3. Ensuring effective inter/intra agency communications - These questions test for understanding of techniques for interacting effectively with individuals and agencies, to educate and inform them about topics of concern, to clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with the staff of one's own agency and/or that of other agencies in cooperative efforts of public outreach or service. XXX
4. Evaluating conclusions based on factual information - These questions test your ability to evaluate and draw conclusions from factual information presented. Each question consists of a set of factual statements and a conclusion. You will be asked to determine whether the conclusion can be proven to be true by the facts, proven to be false by the facts, or if the facts are inadequate to prove the conclusion. X  
5. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.  X 
6. Analyzing and evaluating information - These questions test for the ability to analyze, interpret, and draw reasonable conclusions from information presented in text, data, images or symbols. This may involve identifying a significant problem or issue; focusing on relevant data and text; identifying trends, relationships, and significant features; assessing relevant alternatives; suggesting or evaluating possible conclusions; and applying logical principles to information provided.  XX
7. Administrative techniques and practices - These questions test for a knowledge of management techniques and practices used in directing or assisting in directing a program component or an organizational segment. Questions cover such areas as interpreting policies, making decisions based on the context of the position in the organization, coordinating programs or projects, communicating with employees or the public, planning employee training, and researching and evaluating areas of concern.   X

Administrative supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.   X
Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.

Notice to appear for the test may be conditional as review of applications may not be made until after the test.
