Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.

Minimum Qualifications

On or before November 3, 2018, you must have:

For No. 26-622:

Either 1. four years of experience in the field of occupational safety and health, industrial safety, industrial hygiene, construction safety, fire safety and prevention,* or building design relating to fire codes;

Or 2. 30 semester college credits in occupational safety and health, industrial safety, industrial hygiene, construction safety, fire safety and prevention, or building design relating to fire codes AND three years of experience as described above. You must include with your application a list of qualifying courses, showing the name of each course, number of credits, the date(s) of course completion and the college or university where the education was received.

For No. 26-623:

Either 1. seven years of experience in the field of occupational safety and health, industrial safety, industrial hygiene, construction safety, fire safety and prevention,* or building design relating to fire codes;

Or 2. 30 semester college credits in occupational safety and health, industrial safety, industrial hygiene, construction safety, fire safety and prevention, or building design relating to fire codes AND six years of experience as described above. You must include with your application a list of qualifying courses, showing the names of each course, number of credits, the date(s) of course completion and the college or university where the education was received;

Or 3. a bachelor���s or higher degree in industrial safety, industrial hygiene, or occupational safety and health AND three years of the experience described above.

*Experience limited to firefighting (paid or volunteer) is NOT qualifying.

If you expect to meet the educational requirements by June 30, 2019, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by June 30, 2019 may result in your removal from the eligible list.

Additional Requirements: All Agency Safety and Health Representative 1 candidates who are appointed from the eligible list established as a result of this examination will be required to serve a probationary period of between 26 and 52 weeks. Agency Safety and Health Representative 1 and 2 candidates who are appointed to positions in the NYS Department of Transportation will be required to successfully complete six code courses as required by the NYS Department of State. Probationers who do not complete this coursework will be terminated for failure to successfully complete probation.

  1. Your degree or college credit must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree or college credit was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee.   2. A promotion examination is also being held for these positions. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.
  3. Although promotion examinations are being held, it is expected that appointments will be made as the result of these examinations open to the public.
  4. These positions involve extensive travel. At time of interview you may be required to have a valid license to operate a motor vehicle in New York State or otherwise demonstrate your ability to meet the transportation needs of the job.
  5. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  6. New York State residence is not required.

Duties

As an Agency Safety and Health Representative 1, you would work under the direct supervision of an Agency Safety and Health Representative 2. You would be responsible for ensuring compliance with the NYS Uniform Fire Prevention and Building Code by conducting safety inspections of all region facilities, preparing reports of findings and recommended action, and conduct training. Other duties may also include assisting in the conduct of safety meetings; collecting, compiling, and analyzing data regarding personal injuries, motor vehicle accidents, workers��� compensation, etc.; coordinating safety recognition programs; and performing a variety of related duties as required.

As an Agency Safety and Health Representative 2, you would work under the general direction of the Agency Safety and Health Director 1. You would establish, organize, coordinate, conduct, and review a comprehensive health, safety, and accident prevention program. You would make extensive field visits and on-site inspections, develop and administer a safety education and training program, investigate accidents, participate in meetings and discussions with all levels of management, and administer and ensure compliance with applicable safety and health standards. You would provide direct supervision to Agency Safety and Health Representative 1 staff.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as: For Examination Numbers

1. Occupational health and safety including accident prevention and control - These questions test for knowledge of the principles and practices of occupational health and safety, and accident prevention and control, including such areas as causes of accidents, accident rates, behavior and attitudes of workers and supervisors, accident investigations and interviewing techniques, and types of accident prevention and safety programs. X
2. Understanding and interpreting written material - These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic. X
3. Evaluating conclusions based on factual information - These questions test your ability to evaluate and draw conclusions from factual information presented. Each question consists of a set of factual statements and a conclusion. You will be asked to determine whether the conclusion can be proven to be true by the facts, proven to be false by the facts, or if the facts are inadequate to prove the conclusion. X
4. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences. XX
5. Highway work zone protection and traffic control - These questions test for knowledge of the principles and practices involved in highway work zone safety and work zone traffic control; and may include such areas as the application of safe operating procedures in highway work zones; safe use of equipment; maintaining the overall safety of workers, the traveling public, and the work environment; and the requirements of the New York State Manual of Uniform Traffic Control Devices as they apply to highway work zone safety and work zone traffic control. 6. Inspection and interviewing techniques - These questions test your ability to select the proper course of action in situations which might occur during routine inspections. Question topics may cover, but will not be limited to, such areas as interviewing, gathering information and evidence, maintaining proper attitude, and handling irregularities and violations with integrity and sound judgment. Some questions may be in a situational format while others may deal with the proper principles and practices of inspection. X
7. Statutory and regulatory requirements relating to occupational health and safety, and building safety - These questions are designed to test the candidates' knowledge of those State and Federal laws, rules and regulations that pertain to worker safety and health practices and building safety. Questions may be drawn from, but are not limited to, the New York State Uniform Fire Prevention and Building Code, Occupational Health and Safety Administration, National Fire Protection Association, Life Safety Standards, and New York State Department of Labor safety and health regulations. 8. Fire prevention, fire inspections, and fire hazards - These questions test for a knowledge of the methods, principles, practices, and equipment of fire prevention, conducting fire inspections, and dealing with fire hazards. The questions cover such areas as the following: fire prevention campaigns; automatic and other extinguishment systems; alarms; dealing with building owners and managers; characteristics of combustible materials; recognizing proper and improper practices related to fire prevention; and codes and regulations related to fire prevention. 9. Accident prevention and control, including safety and health programs - These questions test for knowledge of the principles and practices involved in establishing and maintaining accident prevention and safety programs including such areas as safety inspections and accident investigations, employee safety training and workplace safety, identification and safe handling of hazardous substances, mitigation of unsafe conditions, and proper use of personal protection equipment.  X

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.

Notice to appear for the test may be conditional as review of applications may not be made until after the test. Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
