Minimum Qualifications

On or before January 19, 2019, you must have:

*Investment experience involves the purchase and sale of securities, controlling and recording investment transactions with brokers, and reconciling monies and securities in a portfolio of at least $1 billion with a large public or private sector institution.

**Cash management refers to the collection, disbursement, and investment of cash in an organization while maintaining the company???s liquidity. Examples include assessing market liquidity, cash flow, investments, and overseeing money market funds and treasury bills in a portfolio of at least $500 million with a large public or private sector institution.

***Debt management refers to the issuance or sale of debt securities including the purchase of securities, controlling and recording investment transactions with brokers in organized bid or other solicitation forms, reconciling and reporting monies and securities, and performing closing procedures, as related to individual debt issuance transactions, and debt service maintenance including investment and payment of funds throughout the life of the debt outstanding.

Non-qualifying experience includes but is not limited to: bank teller or tax preparer.

If you expect to meet the educational requirements by June 30, 2019, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by June 30, 2019 may result in your removal from the eligible list.

  1. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service.   2. A promotion examination is also being held for these positions. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.
  3. Although promotion examinations are being held, it is expected that appointments will be made as the result of these examinations open to the public.
  4. Investigation: Any candidate selected for this position at the New York State Department of Taxation and Finance will be subject to a review of their tax returns submissions by the New York State Department of Taxation and Finance. Employment of a candidate is conditioned upon a finding by the Tax Department that the candidate is in compliance with all local, state and federal tax laws.
  5. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  6. New York State residence is not required.
  7. The Postions

    These positions exist in the New York State Insurance Fund, New York State Gaming Commission, Department of Taxation and Finance, Office of the State Comptroller, and the Thruway Authority in Albany, Manhattan, and Schenectady only.

    Duties

    As an Associate Investment Officer, you would oversee, monitor, and authorize the sale of both short- and long-term investments and maintain an investment portfolio. Duties may include: researching and recommending new investments, strategies, policies, and procedures; ensuring investments conform to related laws, rules, and regulations; establishing and overseeing escrow and collateral security deposits; determining the frequency and amount of securities to purchase; and analyzing deposit balance trends and cost data; issuing short- and long-term debt in compliance with related bond resolutions and policies; and maintaining the investment of debt proceeds funds, debt service funds, administrative funds and tax rebate funds for individual debt issuances. You may also assist in establishing asset allocation policy; analyzing results of broker performance; and preparing compliance, debt management, and other financial reports. You may supervise Assistant Investment Officers and/or trainees.

    Subject of Examination

    There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

    1. Evaluating conclusions based on factual information - These questions test your ability to evaluate and draw conclusions from factual information presented. Each question consists of a set of factual statements and a conclusion. You will be asked to determine whether the conclusion can be proven to be true by the facts, proven to be false by the facts, or if the facts are inadequate to prove the conclusion.
    2. Preparing reports and official documents - These questions test for the ability to prepare reports and other official documents for use within and among governmental agencies, in legal or regulatory settings, or for dissemination to the public. Some questions test for a knowledge of grammar, usage, punctuation, and sentence structure. Others test for the ability to present information clearly and accurately, to use the proper tone, and to organize paragraphs logically and comprehensibly.
    3. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.
    4. Understanding and interpreting tabular material - These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.
    5. Understanding and interpreting written material - These questions test how well you comprehend written material. You will be provided with brief reading selections and will be asked questions about the selections. All the information required to answer the questions will be presented in the selections; you will not be required to have any special knowledge relating to the subject areas of the selections.

    Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.

    Notice to appear for the test may be conditional as review of applications may not be made until after the test. All tests will be held at the state examination center.
