Minimum Qualifications

On or before January 19, 2019, you must have a bachelor???s or higher-level degree in one of the following fields: aquaculture, aquaculture engineering, freshwater ecology, fisheries, limnology, or mariculture AND three years of fish culture experience, including at least two years of experience as a hatchery manager, assistant hatchery manager or aquatic biologist, which must have included responsibility for preparing budgets, planning and directing hatchery operations, and supervising personnel.

If you expect to meet the educational requirements by June 30, 2019, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by June 30, 2019 may result in your removal from the eligible list.

Notes:

  1. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the New York State Department of Civil Service, Albany, New York 12239. Attention: S2KXM.
  2. Per federal government requirements, if you are appointed to this position, you may be required to undergo fingerprinting and a State and federal criminal background check.
  3. You must possess a valid license to operate a motor vehicle in New York State at the time of appointment and continuously thereafter.
  4. You may be required to obtain a valid Class B CDL within six months of appointment with appropriate endorsements. If a CDL is required you will be subject to the Federal Omnibus Transportation Employee Testing Act (OTETA) of 1991, which requires employee testing for drug and alcohol abuse.
  5. A promotion examination is also being held for these positions. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.
  6. Although promotion examinations are being held, it is expected that appointments will be made as the result of these examinations open to the public.
  7. Qualifying part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  8. New York State residence is not required.

Duties

As a Fish Culturist 5, you would supervise Fish Culturist levels 3 and 4. You would coordinate the implementation of Statewide fish species culture programs to meet bureau objectives; work with program staff to determine fish production needs and to maximize the effective stocking and use of stocked fish; participate in the development of stocking schedules; develop both domestic and wild fish egg collection schedules and fish transfers; ensure compliance with Statewide fish disease control policy and ongoing assessment and resolution of production issues; plan, review, and implement facility Rehabilitation & Improvement (R&I) construction projects through coordination with hatchery managers, engineers and the Fish Culturist 6; supervise hatchery managers; review time and activity records, completes employee evaluations; review purchases to comply with agency requirements and facility needs; identifies and implements training programs to promote staff development; ensure compliance with agency administrators in matters of health and safety policies and disciplinary actions or grievances, as warranted.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Administrative supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.
  2. Preparing reports and official documents - These questions test for the ability to prepare reports and other official documents for use within and among governmental agencies, in legal or regulatory settings, or for dissemination to the public. Some questions test for a knowledge of grammar, usage, punctuation, and sentence structure. Others test for the ability to present information clearly and accurately, to use the proper tone, and to organize paragraphs logically and comprehensibly.
  3. Understanding and interpreting tabular material - These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.
  4. Understanding and interpreting written material - These questions test how well you comprehend written material. You will be provided with brief reading selections and will be asked questions about the selections. All the information required to answer the questions will be presented in the selections; you will not be required to have any special knowledge relating to the subject areas of the selections.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.

Notice to appear for the test may be conditional as review of applications may not be made until after the test. All tests will be held at the state examination center.
