You may be assigned to either Saturday or Sunday to take your test. The Department of Civil Service reserves the right to administer tests either online or with paper booklets and answer sheets. Your admission notice will tell you whether your test will be administered online. You cannot request a day in advance or change your scheduled day.

Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.

Minimum Qualifications

On or before October 19, 2019, you must have:

Either 1. six years of experience in a physical plant in an institutional, educational, laboratory, or healthcare setting, or a power plant. This experience must include responsibility for at least two of the following areas:

Or 2. an associate's degree in Construction Technology, Construction Management, Engineering, Engineering Technology, Facilities Management, Facilities Management Technology, or Plant Utilities Technology AND four years of experience as described in Option 1.

Or 3. a bachelor���s degree in Construction Technology, Construction Management, Engineering, Engineering Technology, Facilities Management, Facilities Management Technology, or Plant Utilities Technology AND two years of experience as described in Option 1.

*Qualifying management experience includes the supervision of employed and/or contracted staff in trades engaged in the operation, maintenance, construction, or rehabilitation of a physical plant in a setting listed above or a power plant; the development of plans, specifications, and estimates for alterations and materials; and contract negotiation, approval, monitoring, and closeout.

Non-Qualifying experience: Custodial or janitorial services; experience working in manufacturing/machine maintenance, grounds keeping, security, or transportation; or experience performing clerical work.

If you expect to meet the educational requirements by June 30, 2020, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by June 30, 2020 may result in your removal from the eligible list.

Notes

  1. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the New York State Department of Civil Service, Albany, New York 12239. Attention: S2LAK.
  2. A promotion examination is also being held for these positions. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.
  3. Background Investigation/Justice Center Review: In some agencies, the names of all prospective employees will be:

    1. Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s);
    2. Investigated through a Criminal Background Check (CBC). All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of state and federal laws;

    and may be:

    1. Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees whose names appear on the SCR may be barred from appointment.

    You will be responsible for payment of all required fees.

  4. Medicaid and Medicare: In order to be eligible for appointment and to maintain employment, you cannot be listed as an excluded individual or entity on any of the Federal and/or State Medicaid and Medicare exclusion lists (or excluded from any other Federal or Federally assisted program). If you are appointed and subsequently listed as an excluded individual or entity on any of these lists (or excluded from any other Federal or Federally-assisted program), you may be terminated from your employment.
  5. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  6. New York State residence is not required.

Duties

As a Plant Superintendent, you would be responsible for the complete management of the physical plant of a State facility, off site facilities, community residences, or laboratories. These management activities include planning; overseeing the preparation of budgets and forecasts; purchasing; and managing performance/service contracts, which includes the inspection of new construction, alteration of existing structures, implementation of energy conservation measures, and ensure compliance with all applicable executive, regulation and accreditation requirements. You would direct the activities of a large workforce engaged in the operation and maintenance of the heating plant; electric generation/distribution; air conditioning and refrigeration equipment; sewage and water supply systems; mechanical, electrical, and building maintenance; and maintenance of grounds and related equipment. Duties vary depending upon the size of the population served and/or the complexity and layout of the physical plant.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Review and interpretation of plans and specifications, the preparation of estimates, and oversight of contract compliance - These questions test for the ability to read and understand typical building plans, layouts, and technical specifications; the ability to calculate accurate estimates of material and labor costs, to oversee construction contracts, and to manage contract compliance.
  2. Operation, construction, alteration, and maintenance of physical plants, including mechanical and electrical equipment - These questions test for knowledge of the methods and materials used in the construction, alteration, maintenance, and repair of physical plant facilities including such areas as building foundation and framing, building hardware, insulation, and roofing; and building plumbing, electrical, sanitary, and heating, ventilating, and air conditioning systems.
  3. Maintenance management and energy conservation - These questions test for knowledge of the principles and practices involved in managing a building maintenance and energy conservation program including such areas as determining the need for and scheduling building repairs, proper building maintenance techniques, and effective energy conservation practices for buildings, including optimal heating plant and cooling system operation.
  4. Review and interpretation of contracts and codes - These questions test for knowledge of the principles and practices involved in reviewing and interpreting typical contract documents, and the ability to read and interpret standard building code reading selections.
  5. Operation, maintenance, and repair of steam and electrical generating and distribution systems, sanitary systems, and water supply systems - These questions test for knowledge of operating, maintaining, and repairing building mechanical and electrical systems, including steam boilers, electrical generating and distribution equipment, water distribution and wastewater systems, related building plans and specifications, and environmental, health, and safety considerations.
  6. Administrative techniques and practices - These questions test for a knowledge of management techniques and practices used in directing or assisting in directing a program component or an organizational segment. Questions cover such areas as interpreting policies, making decisions based on the context of the position in the organization, coordinating programs or projects, communicating with employees or the public, planning employee training, and researching and evaluating areas of concern.
  7. Administrative supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits to your final passing score.

Notice to appear for the test may be conditional as review of applications may not be made until after the test.
