|The Department of Civil Service may administer tests either online or with paper booklets and answer sheets. Online tests will be administered using Remote Proctoring. You may access information on remote proctoring by visiting our website at www.cs.ny.gov/testing/remote-proctoring.cfm. Your admission notice will tell you whether your test will be administered online or in a test location. You may be assigned to either Saturday or Sunday to take your test. You cannot request a day in advance or change your scheduled day.|
Due to current testing space limitations, candidates may need to travel to one of the following test sites to take this examination: Rensselaer, Buffalo, Nyack, Kingston, Poughkeepsie, Syracuse, or Yonkers. Candidates will be notified of their test site location on their admission notice.
If you previously applied for this examination scheduled for March 28, 2020, which was postponed, you do NOT need to reapply. Your application will be reviewed to determine if you meet the qualifications to take the examination. Additional information will be sent to previous applicants via email.
Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.
On or before November 6, 2021*, you must have a bachelor's degree or higher; AND
For No. 26-733: three years of the experience described below.
For No. 26-734: four years of the experience described below, one year of which must have been at a supervisory level.
For No. 26-735: five years of the experience described below, two years of which must have been at a supervisory level.
For No. 26-736: six years of the experience described below, three years of which must have been at a supervisory level.
Substitution: a master's degree may substitute for one year of the general experience, and a doctoral degree may substitute for an additional year of the general experience.
Experience must have included the provision of Early Intervention services to children under age five, with or at risk for disabilities, as well as services to their families. Examples of services include, but are not limited to, occupational or physical therapy, speech language pathology, and Early Intervention service coordination.
Experience must have been in an approved Early Intervention program under Article 25, Part 69, of the New York State Public Health Law, and Title 10 of the New York Codes, Rules, and Regulations; or in an approved Preschool Special Education program under Section 4410, of the New York State Education Law, where the primary focus is providing Early Intervention services to children under age 5. Experience may also have been in a professional position in a public or private setting, developing, administering, and evaluating approved Early Intervention programs. An example of a professional position includes, but is not limited to, a county Early Intervention official.
Non-qualifying experience includes services provided to children age five or older.

If you expect to meet the educational requirements by June 30, 2022*, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by June 30, 2022* may result in your removal from the eligible list.
- Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. - A promotion examination is also being held for these positions. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.

- Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
- New York State residence is not required.
These positions exist in the New York State Department of Health.
Early Intervention Specialists administer and oversee the statewide Early Intervention Program for infants and toddlers with disabilities and their families; review and approve participating provider applications; develop and implement monitoring protocols for local governments and providers; review and approve corrective action plans; coordinate due process procedures, including investigation of system complaints; develop and revise guidance and policy documents; and provide technical assistance to providers and local governments regarding the program. Early Intervention Specialists 2, 3, and 4 supervise lower-level program staff.
Subject of Examination
|There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:||For Examination Numbers|

Ensuring effective inter/intra agency communications - These questions test for understanding of techniques for interacting effectively with individuals and agencies, to educate and inform them about topics of concern, to clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with the staff of one's own agency and/or that of other agencies in cooperative efforts of public outreach or service.||X||X||X||X|
|2. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.||X||X||X||X|
|3. Understanding and interpreting written material - These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.||X||X||X||X|
|4. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.||X|
|5. Administrative Supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors and maintaining relationships with other organizational sections.||X||X|
|6. Administrative techniques and practices - These questions test for a knowledge of management techniques and practices used in directing or assisting in directing a program component or an organizational segment. Questions cover such areas as interpreting policies, making decisions based on the context of the position in the organization, coordinating programs or projects, communicating with employees or the public, planning employee training, and researching and evaluating areas of concern.||X||X|
Your final score must be 70 or higher in order to pass. Your final score on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits.

Eligibility for Employment

Most written tests are held on Saturdays. Admission to Examination
Notice to appear for the test may be conditional as review of applications may not be made until after the test. Taking State and Local Examinations Scheduled for the Same Day
If you have applied to take a written test announced by either one or several local jurisdictions (county, town, city) scheduled to be held on the same test date as this written test, you must notify each of the local jurisdictions no later than two weeks before the test date to make arrangements for taking all tests at one test site. All tests will be held at the state examination center. Cell Phones or Electronic/Communication Devices at the Test Site
The use of cell phones, beepers, headphones, or any electronic or other communication devices at your personal testing site or in the test room, hallways, restrooms, building, grounds, or other areas, except as expressly authorized by the Department of Civil Service, could result in your disqualification.
