Please be advised that effective December 1, 2021 the New York State Department of Civil Service will have a mandatory COVID-19 vaccination/testing policy for in-person examinations administered at a New York State test center. If you previously applied for this examination scheduled for March 14, 2020, which was postponed, you do NOT need to reapply. Your application will be reviewed to determine if you meet the qualifications to take the examination. Additional information will be sent to previous applicants via email.

Due to current testing space limitations, candidates may need to travel to one of the following test sites to take this examination: Albany, Buffalo, Nyack, Port Jefferson, Poughkeepsie, Syracuse, and an additional downstate location. Candidates will be notified of their test site location on their admission notice.

Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.

Minimum Qualifications

On or before *February 19, 2022, you must have:

Either 1.six years of experience in multi-trade building construction projects, which must have included one year of managing multiple building construction projects. Experience managing multi-trade building construction projects shall include responsibility for three or more of the following areas: construction planning, coordination of multiple trades, cost estimating, project scheduling, material purchasing, resource management (including labor, material, and equipment scheduling), and construction document reading and interpretation (e.g. plans and specifications).

Or 2. an associate's degree in architecture, architectural technology, building science, construction technology, construction management, engineering, engineering technology, landscape architecture AND four years of experience in multi-trade building construction projects, which must have included one year of managing multiple building construction projects. Experience managing multi-trade building construction projects shall include responsibility for three or more of the following areas: construction planning, coordination of multiple trades, cost estimating, project scheduling, material purchasing, resource management (including labor, material, and equipment scheduling), and construction document reading and interpretation (e.g. plans and specifications).

Or 3. a bachelor's degree in architecture, architectural technology, building science, construction technology, construction management, engineering, engineering technology, landscape architecture AND two years of experience in multi-trade building construction projects, which must have included one year of managing multiple building construction projects. Experience managing multi-trade building construction projects shall include responsibility for three or more of the following areas: construction planning, coordination of multiple trades, cost estimating, project scheduling, material purchasing, resource management (including labor, material, and equipment scheduling), and construction document reading and interpretation (e.g. plans and specifications).

Non-Qualifying Experience: Experience building roads and bridges.

If you expect to meet the educational requirements by *September 30, 2022, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by *September 30, 2022 may result in your removal from the eligible list.

  1. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the New York State Department of Civil Service, Albany, New York 12239. Attention: LAKS2.
  2. Travel Requirement: Travel is required and could be extensive. Appointees to these positions are required to have a driver's license valid in New York to operate a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the job.
  3. A promotion examination is also being held for these positions. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.
  4. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  5. New York State residence is not required.

Duties

As a Building Construction Program Manager 1, you will coordinate and guide capital construction programs through the planning, design, and construction stages and serve as the focal point for communication among various involved parties. You will be responsible for disseminating information, identifying problems, and ensuring that timely decisions are made to keep projects on schedule and within budgeted costs while meeting clients' needs. You will also plan, schedule, and coordinate in-house, leased properties and consultant building construction projects from inception to completion to ensure that required work is completed within acceptable time and cost limitations; prepare detailed statements of the assignments of all participants in projects at hand, and draw up schedules and plans of operation for building construction projects in close consultation with architects, client agencies, and representatives of the Division of the Budget and other Office of General Services staff.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Principles and practices of building construction project management - These questions test for knowledge of the concepts, terminology, proper procedures, and computations involved in the development, scheduling, and oversight and management of various types of building facility projects and contractual agreements.
  2. Project coordination, including change orders, specifications, contracts and scheduling, including CPM - These questions test for knowledge of the concepts, terminology, and computations involved in the coordination of multiple-contract building facility projects; including specifications, contract documents, contractual agreements, change orders, and scheduling techniques such as the critical path method (CPM).
  3. Program planning and evaluation - These questions test for knowledge of the principles, practices, terminology and computations involved in the budgeting, oversight, management, and progress evaluation of various types of facilities planning programs for projects and associated contractual agreements overseen by the NYS Office of General Services.
  4. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
  5. Supervising a Project - These questions test for the ability to conduct and supervise the activities necessary to achieve the goals and deadlines of a specific project. The questions cover such topics as setting up the project, developing the workplan for the project, assigning and reviewing work, evaluating performance and progress, coordinating phases of the project, handling problems as they arise, and meeting deadlines.

Your final score must be 70 or higher in order to pass. Your final score on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits.

Note: The Department of Civil Service may administer tests either online or with paper booklets and answer sheets. Online tests may be administered using Remote Proctoring. Admission to the Test: If approved, you will receive an admission notice which will indicate your assigned test date and the way your test will be administered. Your test may be administered with paper and pencil, online at a state test site using a State-provided Chromebook, or online at home on your personal equipment using Remote Proctoring Software. You cannot request to change your scheduled day or request a specific type of test administration.

Applicants are required to have a Personal NY.gov account and keep their email address up to date. The Department of Civil Service and other state agencies will communicate with you through email correspondence. This may include the notification of your test arrangements, examination results, and canvassing you for interest in appointment. Other Accommodation

Admission to Examination

Notice to appear for the test may be conditional as review of applications may not be made until after the test. If you have applied to take a written test announced by either one or several local jurisdictions (county, town, city) scheduled to be held on the same test date as this written test, you must notify each of the local jurisdictions no later than two weeks before the test date to make arrangements for taking all tests at one test site. All tests will be held at the state examination center. Cell Phones or Electronic/Communication Devices at the Test Site

The use of cell phones, beepers, headphones, or any electronic or other communication devices at your personal testing site or in the test room, hallways, restrooms, building, grounds, or other areas, except as expressly authorized by the Department of Civil Service, could result in your disqualification.
