On or before the date of filing your application, you must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive or 55-b/55-c service as an Environmental Engineer 1 or Environmental Engineer (Civil) 1.
In addition, you must meet one of the following requirements:
Either 1. possession of a New York State Professional Engineer's License and current registration;
Or 2. possession of a professional engineer's license and current registration from a State or Territory of the United States by means of a 16-hour written licensing examination which is the equivalent of that given in New York State. Candidates appointed under this option must secure a New York State professional engineer's license and registration prior to appointment.

- At the time of appointment you must possess a valid New York State Professional Engineer's license with current registration. If you have an out-of-state license, you must obtain a New York State Professional Engineer's license with current registration prior to appointment.
- Appointment to certain positions may require the use of Personal Protective Equipment, including a respirator. The Department of Environmental Conservation (DEC) conducts a Medical Monitoring Program for employee safety purposes in which you may be required to participate. The Medical Monitoring Program is an OSHA requirement for employees who may be exposed to toxic or hazardous substances and it is a critical part of DEC's Employee Health and Safety Program. The Medical Monitoring Program includes a baseline physical examination with periodic follow up physical examinations.
- Continued employment as an Environmental Engineer 2 is dependent upon continued possession of a New York State Professional Engineer's license with current registration. Failure to maintain a New York State license and registration will result in removal from employment.
Subject of Examination
There will be no written test. If you meet the Minimum Qualifications your education and experience will be evaluated against the general background/critical activities of the position. This evaluation will concentrate on the amount and breadth of relevant education and experience. It is essential that you describe your education and experience as completely as possible on the NYS-APP Open Competitive Examination Application form when you apply. Ambiguity, vagueness or omissions will not be decided in your favor. Do NOT send resumes. If you need more space, attach additional 8 1/2" x 11" sheets, following the same format used on the application form. Additional unsolicited information will not be accepted after the last day for filing.
If you pass, rank on the eligible list will be determined after adding any wartime veterans' credits to your final passing score.
Credit for Seniority
Seniority will be given due weight in the evaluation of education and experience.
As an Environmental Engineer 2, you would perform environmental engineering work of moderate to complex difficulty, either in a regional field office or in the central office, in a major segment of an environmental engineering program such as water pollution control; air pollution control; solid and hazardous materials; or environmental remediation.
The NYS Department of Environmental Conservation has an ongoing need for persons qualified for appointment to these positions and will accept applications at any time and will rate applications whenever additional eligibles are needed. It is anticipated that the examinations will be held on a periodic basis throughout the year. New York State Residence Is Not Required For Most Positions

Eligibility for Examination
To be eligible to compete in this examination, you must be employed in, or on leave from, the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.
Cell Phones or Electronic/Communication Devices at the Test Site
Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
Continuous Recruitment/Eligible Lists
Candidates who meet the qualification and pass this examination will have their names placed on the eligible list in the order of final scores, regardless of the date on which they filed or took the test. Generally, the names of qualified candidates will remain on the eligible list for two years. Appeal of ratings will not be allowed as the opportunity for retest exists. The department of Civil Service reserves the right to terminate this special recruitment program.
