The PUBLIC ADMINISTRATION TRAINEESHIP TRANSITION PROGRAM (PATT) is one of several concepts included in a Memorandum of Intent agreed to by New York State and CSEA, and is designed to provide qualified clerical, secretarial, and administrative paraprofessional employees an opportunity to compete for a variety of positions, the majority of which are two-year administrative traineeships leading to a Grade 18 position working in administrative operations, fiscal operations, human resources, or program implementation.

Minimum Qualifications

On or before July 21, 2018, you must be a qualified employee of New York State and have had three months of permanent competitive or 55-b/55-c service:

Either

  1. in a clerical/keyboarding/secretarial title or administrative paraprofessional title allocated to a G-9 or higher;
  2. Or
  3. in a clerical/keyboarding/secretarial title or administrative paraprofessional title allocated to a G-6 or higher AND possess a bachelor���s or higher degree;
  4. Or
  5. as a Commissary Clerk 2, Energy Assistance Review Aide, Food Stamp Information Aide, Institution Retail Store Assistant, Senior Medical Records Clerk, or Senior Office Machine Operator.

Only the title(s) listed is qualifying for this examination(s).

If you were permanently appointed to a qualifying title on or before April 21, 2018, and have served continuously in this title since that date, you are eligible to file for this examination.

Qualifying Experience for Appointment from the Eligible List

After one (1) year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.

If you expect to meet the educational requirements by January 31, 2019, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by January 31, 2019 may result in your removal from the eligible list.

TRAINEESHIPS

A variety of titles are filled from the eligible list resulting from the PATT examination. An appointee's performance in the traineeship will be observed and evaluated. Each position will have a prescribed training and development program that includes extensive on-the-job training and carefully designed and monitored work experience. An appointee not meeting the required standards may be terminated at any time during the traineeship after the initial eight weeks. Appointees will be placed on leave from their permanent title and will return to that title if they do not successfully complete the traineeship.

*SALARY

The salary received will depend on a number of factors, including your salary prior to appointment and the salary of the title to which you are appointed. Traineeships filled from this examination advance to either the G-14, G-16, or G-18 levels. You will see the grade level for the trainee title and the journey level title on the canvass letter when you are being considered for appointment. If you accept a trainee appointment that leads to G-14, you will remain active on the eligible list for trainee appointments that lead to grades higher than G-14 and, if you accept a trainee appointment that leads to G-16, you will remain active on the eligible list for trainee appointments that lead to grades higher than G-16. Appointment to a traineeship that leads to G-18 will inactivate your name on the eligible list. If your salary is below the hiring rate of the trainee title at the time of appointment, your salary will be increased to at least the hiring rate of the trainee title. If your salary at the time of appointment exceeds the hiring rate of the trainee title and is based on service in a graded position, you will maintain that salary, provided that it is not higher than the job rate of the journey level of your traineeship.

  1. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee. You must mail a copy of the independent verification of equivalency to the NYS Department of Civil Service, Albany, NY 12239 OR fax to the confidential fax number: 518-473-8254. Attention: S1MXT.
  2. Language Proficiency: The eligible list resulting from this examination may be used to fill any language parenthetic position that currently exists or may be established during the life of the list. If you are considered for appointment to a language parenthetic position, you will be required to pass a performance test to demonstrate proficiency in the language at a level that will ensure your ability to perform the duties of the position.
  3. Background Investigation/Justice Center Review: In some agencies, the names of all prospective employees may be:
    • Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s);
    • Investigated through a Criminal Background Check (CBC). All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of state and federal laws;

    and may be:

    • Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees whose names appear on the SCR may be barred from appointment. (NY Social Services Law, Section 424a.) You may be responsible for payment of all required fees.
  4. Medicaid and Medicare: In some agencies, in order to be eligible for appointment and to maintain employment, you cannot be listed as an excluded individual or entity on any of the Federal and/or State Medicaid and Medicare exclusion lists (or excluded from any other Federal or Federally assisted program). If you are appointed and subsequently listed as an excluded individual or entity on any of these lists (or excluded from any other Federal or Federally assisted program), you may be terminated from your employment.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
  2. Understanding and interpreting written material - These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.
  3. Working and interacting with others - These questions test for knowledge of how to effectively approach work and maintain professional relationships with others in the workplace. Each question presents a situation and a number of possible approaches for handling it. Question topics may include working with supervisors and coworkers, interacting with members of the public, handling conflict, and managing workplace demands and priorities. The questions are not specific to any job title or place of work.

If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime Veterans' credits to your final passing score.

Credit for Seniority

Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.

Important

The Department of Civil Service and other state agencies may communicate with you through email correspondence. Admission to Examination

Notice to appear for the test may be conditional as review of applications may not be made until after the test. If you have not received your notice to appear for the written test three days before the date of the test, email us at AdmissionNotices@cs.ny.gov. Taking State and Local Examinations Scheduled for the Same Day

If you have applied to take a written test announced by either one or several local jurisdictions (county, town, city) scheduled to be held on the same test date as this written test, you must notify each of the local jurisdictions no later than two weeks before the test date to make arrangements for taking all tests at one test site. All tests will be held at the state examination center. Eligibility for Examination

To be considered a qualified employee eligible to compete in this examination, you must be employed in, or on leave from, the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.

Cell Phones or Electronic/Communication Devices at the Test Site

Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
