Minimum Qualifications

On or before December 1, 2018, you must be a qualified employee of New York State and have had permanent competitive or 55-b/55-c service as follows:

For No. 38-179: three months of permanent competitive or 55-b/55-c service as a: Licensed Master Social Worker 2, Licensed Master Social Worker 2 (Spanish Language), Licensed Master Social Worker 2 (Chinese Language), Licensed Master Social Worker 2 (Korean Language), or Licensed Master Worker 2 (Manual Communications), AND; you must also be currently licensed and registered as a Licensed Clinical Social Worker in New York State and clearly indicate this on the application form. At the time of interview, you may be required to provide a copy of your credentials to the appointing authority.

For exam No. 38-179, If you were permanently appointed to a qualifying title on or before September 1, 2018, and have served continuously in this title since that date, you are eligible to file for this examination.

For No. 38-180:

Either A. three months as a: Social Worker Supervisor 1 (Licensed Clinical Social Worker), Social Worker Supervisor 1 (Licensed Clinical Social Worker) (Spanish Language), Social Work Supervisor 1 (Licensed Clinical Social Worker) (Chinese Language), Social Work Supervisor 1 (Licensed Clinical Social Worker) (Korean Language), Social Work Supervisor 1, Social Work Supervisor 1 (Spanish Language), Social Worker Supervisor 1 (Chinese Language), Social Work Supervisor 1 (Korean Language), AND; you must also be currently licensed and registered as a Licensed Clinical Social Worker in New York State and clearly indicate this on the application form. At the time of interview, you may be required to provide a copy of your credentials to the appointing authority.

If you were permanently appointed to a qualifying title on or before September 1, 2018, and have served continuously in this title since that date, you are eligible to file for this examination under Option A.

Or B. two years as a: Licensed Master Social Worker 2, Licensed Master Social Worker 2 (Spanish Language), Licensed Master Social Worker 2 (Chinese Language), Licensed Master Social Worker 2 (Korean Language), or Licensed Master Social Worker 2 (Manual Communications), AND; you must also be currently licensed and registered as a Licensed Clinical Social Worker in New York State and clearly indicate this on the application form. At the time of interview, you may be required to provide a copy of your credentials to the appointing authority.

If you were permanently appointed to a qualifying title on or before January 1, 2017, and have served continuously in this title since that date, you are eligible to file for this examination under Option B.

Only the title(s) listed is qualifying for this examination(s).

QUALIFYING EXPERIENCE FOR APPOINTMENT FROM THE ELIGIBLE LIST:

For No. 38-179: After one year of the service described in the minimum qualifications, successful candidates will be qualified for appointment from the eligible list.

For No. 38-180: If you are qualifying to take this examination under Option A, after one year of service described in the minimum qualifications, successful candidates will be qualified for appointment from the eligible list. If you are qualifying under Option B, successful candidates meet the qualifications for appointment.

ORDER OF CERTIFICATION:

The order of certification of this eligible list will be:

  1. Department "A" eligibles
  2. Department "All" eligibles
  3. Interdepartmental "A" eligibles
  4. Interdepartmental "All" eligibles

NOTES:

  1. Continued employment as a Social Work Supervisor 1 (Licensed Clinical Social Worker) or Social Work Supervisor 2 (Licensed Clinical Social Worker) is dependent upon current licensure and registration by New York State as a Licensed Clinical Social Worker. Loss of licensure or maintaining a current registration will result in removal from employment.
  2. The eligible lists established as a result these examinations may also be used to fill positions in Spanish, Chinese, and Korean language or other languages that currently exist or that may be established during the life of the lists. If you are considered for appointment to a language parenthetic position, you will be required to pass a performance test to demonstrate your proficiency in that language. Proficiency must be at a level that will ensure your ability to properly perform the duties of the position.
  3. If appointed you may be required to become an enrolled Medicare provider; obtain and provide to your employer a National Provider Identifier (NPI) number issued by the National Plan and Provider Enumeration System (NPES); and otherwise actively participate to the degree necessary to allow for your services to be billed through Medicare and Medicaid. If you are appointed and you lose the ability to bill through Medicaid and Medicare, you may be terminated from your employment.
  4. This examination has special minimum qualifications in addition to the usual "time in service requirement." If you are filing on the Internet, please list all pertinent information online. If you are applying on NYS-APP application form, you must list all pertinent information on the application. Attach additional sheets if needed.
  5. Medicaid and Medicare: In order to be eligible for appointment and to maintain employment, you cannot be listed as an excluded individual or entity on any of the Federal and/or State Medicaid and Medicare exclusion lists (or excluded from any other Federal or Federally assisted program). If you are appointed and subsequently listed as an excluded individual or entity on any of these lists (or excluded from any other Federal or Federally assisted program), you may be terminated from your employment.
  6. Background Investigation/Justice Center Review: In some agencies, the names of all prospective employees will be:
    • Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s);
    • Investigated through a Criminal Background Check (CBC). All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of state and federal laws;

    and may be:

    • Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees whose names appear on the SCR may be barred from appointment. You will be responsible for payment of all required fees.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as: For Examination Numbers

1. Developing & implementing treatment in a social work program - These questions test for knowledge, understanding, and ability to apply social work concepts, theories, standards, principles, and practices in various settings. Questions may cover such topics as assessment, development, implementation, monitoring and evaluation of treatment for individuals and families; coordination of services; advocacy and counseling for individuals and families of all backgrounds; and crisis intervention. 2. Educating and interacting with the public - These questions test for knowledge of techniques used to interact effectively with individuals and/or community groups, to educate or inform them about topics of concern, to publicize or clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with others in cooperative efforts of public outreach or service. XX
3. Preparing reports and official documents - These questions test for the ability to prepare reports and other official documents for use within and among governmental agencies, in legal or regulatory settings, or for dissemination to the public. Some questions test for a knowledge of grammar, usage, punctuation, and sentence structure. Others test for the ability to present information clearly and accurately, to use the proper tone, and to organize paragraphs logically and comprehensibly. XX
4. Social work program oversight - These questions test for knowledge and ability required to manage and direct a social services program in a variety of settings. Questions may include planning, implementing, monitoring and evaluating programs and services; case consultation and training; interpreting and applying various laws, regulations and standards; developing and implementing relevant policies and procedures; and maintaining organizational effectiveness and efficiency. 5. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline. 6. Administrative supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.  X

If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime Veterans' credits to your final passing score.

CREDIT FOR SENIORITY: Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.

THE POSITIONS: These positions exist in the Office of Mental Health and the Office of Children and Family Services.

Duties

As a Social Work Supervisor 1 (Licensed Clinical Social Worker), you would be responsible for administrative and clinical supervision of professional and paraprofessional social work staff. In addition, you may oversee a social work department���s administrative and reporting functions, including fiscal, human resources, program statistical, reports and other support services.

As a Social Work Supervisor 2 (Licensed Clinical Social Worker), you would direct a social work program or department. In addition, you may perform all the duties and activities of a Social Work Supervisor 1 (Licensed Clinical Social Worker).

Notice to appear for the test may be conditional as review of applications may not be made until after the test. Eligibility for Examination

To be considered a qualified employee eligible to compete in this examination, you must be employed in, or on leave from, the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.

Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
