The Department of Civil Service may administer tests either online or with paper booklets and answer sheets. Online tests will be administered using Remote Proctoring. You may access information on remote proctoring by visiting our website at www.cs.ny.gov/testing/remote-proctoring.cfm. Your admission notice will tell you whether your test will be administered online or in a test location. You may be assigned to either Saturday or Sunday to take your test. You cannot request a day in advance or change your scheduled day.

Due to current testing space limitations, candidates may need to travel to one of the following test sites to take this examination: Albany, Buffalo, Nyack, Port Jefferson, Poughkeepsie, Syracuse, or Yonkers. Candidates will be notified of their test site location on their admission notice.

If you previously applied for this examination scheduled for March 28, 2020, which was postponed, you do NOT need to reapply. Your application will be reviewed to determine if you meet the qualifications to take the examination. Additional information will be sent to previous applicants via email.

Minimum Qualifications

On or before December 11, 2021*, you must be a qualified employee of New York State and have had three months of permanent competitive or 55-b/55-c service as follows:

For No. 38-530: Auditor 1, Auditor Trainee 1, Auditor Trainee 2, Auditor 1 (Fiscal Systems), Auditor Trainee 1 (Fiscal Systems), Auditor Trainee 2 (Fiscal Systems), Data Processing Fiscal Systems Auditor 1, Data Processing Fiscal Systems Auditor Trainee 1, Data Processing Fiscal Systems Auditor Trainee 2, or Senior Auditor.

For No. 38-531:

Either A. Auditor 2 (Employment & Training) or Employment & Training Fiscal Auditor 2;

Or B. Associate Accountant, Associate Auditor, Auditor 2, Auditor 2 (Fiscal Systems), Auditor 2 (Unemployment Insurance), Data Processing Fiscal Systems Auditor 2, Unemployment Insurance Auditor 2, or Unemployment Insurance Auditor 3.

Only the title or titles listed are qualifying.

If you were permanently appointed to a qualifying title on or before September 11, 2021*, and have served continuously in this title since that date, you are eligible to file for this examination.

Qualifying Experience for Appointment from the Eligible List

For No. 38-530: After one year of the service as an Auditor 1, Auditor 1 (Fiscal Systems), Senior Auditor, or Data Processing Fiscal Systems Auditor 1, successful candidates will be qualified for appointment from the eligible list.

For No. 38-531: After one year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.

Eligibles who meet the ?B? qualifications, and who are subsequently appointed to an ?A? title, may request to have their name added to the ?A? list, once they have completed the one year of service in the ?A? title. The request should be submitted in writing to the NYS Department of Civil Service, Albany, New York 12239; Attention: S-2/SER.

For Exam No. 38-531, the order of certification of this eligible list will be:

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:For Examination Nos.

1. Federal and State auditing statutes, policies, procedures and regulatory programs - This is a test of principles and practices in effect as of December 1, 2018 which will cover such areas as: "The Workforce Innovation and Opportunity Act", Public Law 113-128-July 22, 2014, 2 CFR 200: Uniform Guidance: Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards Final Rule dated December 26, 2013 and Technical Corrections dated December 19, 2014 and September 10, 2015, 2 CFR 2900: DOL Exceptions to Uniform Guidance, State of New York Contract Agreement (including all Appendices), "New York State Workforce Development System Technical Advisories". 2. Preparing reports and official documents - These questions test for the ability to prepare reports and other official documents for use within and among governmental agencies, in legal or regulatory settings, or for dissemination to the public. Some questions test for a knowledge of correct grammar, usage, punctuation, and sentence structure. Others test for the ability to use the proper tone and to express information clearly and accurately. XX
3. Understanding and interpreting tabular material - These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone. XX
4. General accounting - These questions test for knowledge of the general accounting principles and practices used in the preparation of financial statements, in the recording and reporting of financial transactions, and in financial decision-making. Candidates will be required to demonstrate a current knowledge of Generally Accepted Accounting Principles (GAAP). Knowledge of computerized information systems as it applies to accounting may be required. X
5. General auditing - These questions test for knowledge of the principles and procedures involved in substantiating and examining transactions and financial statements. It will require a knowledge of auditing techniques and Generally Accepted Auditing Standards (GAAS). Knowledge of the use of computerized accounting or auditing systems as it pertains to auditing may be required. Questions relating to internal controls applicable to manual and computerized accounting systems may be included. X
6. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline. 7. Administrative supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections. 8. Administrative techniques and practices - These questions test for a knowledge of management techniques and practices used in directing or assisting in directing a program component or an organizational segment. Questions cover such areas as interpreting policies, making decisions based on the context of the position in the organization, coordinating programs or projects, communicating with employees or the public, planning employee training, and researching and evaluating areas of concern. If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Your final score on the eligible list will be determined after adding any wartime Veterans' credits

Credit for Seniority

Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.

Duties

As an Auditor 2 (Employment & Training), you would oversee and conduct financial audits of all Department of Labor (DOL) grants, agreements, and contracts with local areas, State agencies, and other program providers funded by the Federal Workforce Innovation and Opportunity Act (WIOA) and other employment and training program funding streams and grants. You would directly supervise Auditors 1 and trainees.

As an Auditor 3 (Employment & Training), you would plan and oversee financial audits of all DOL grants, agreements, and contracts with local areas, State agencies, and other program providers funded by the Federal Workforce Innovation and Opportunity Act (WIOA) and other employment and training program funding streams and grants. You would function as an administrative supervisor of multiple audit teams, led by Auditors 2 (Employment & Training), and other staff.

Notice to appear for the test may be conditional as review of applications may not be made until after the test. Taking State and Local Examinations Scheduled for the Same Day

If you have applied to take a written test announced by either one or several local jurisdictions (county, town, city) scheduled to be held on the same test date as this written test, you must notify each of the local jurisdictions no later than two weeks before the test date to make arrangements for taking all tests at one test site. All tests will be held at the state examination center. Eligibility for Examination

To be considered a qualified employee eligible to compete in this examination, you must be employed in, or on leave from, the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.

Cell Phones or Electronic/Communication Devices at the Test Site

The use of cell phones, beepers, headphones, or any electronic or other communication devices at your personal testing site or in the test room, hallways, restrooms, building, grounds, or other areas, except as expressly authorized by the Department of Civil Service, could result in your disqualification.
