I. The Examination Process

The examination process for these five open-competitive examinations is unlike that used for most other open-competitive New York State Civil Service Examinations, and thus requires some explanation. You may wish to print this overview to use as a reference while you complete the on-line application process.

This web based questionnaire will be used to accept you as an applicant for these examinations, determine whether you meet the prescribed minimum qualifications for each of the examinations, evaluate your education and experience based on criteria listed on the examination announcements, and determine your examination score(s).

It is strongly suggested that you read the examination announcements prior to completing the questionnaire. Although not all applicants will be qualified for all of the examinations, by completing the questionnaire, you will receive a score for all of the examinations that you meet the minimum qualifications for.

II. Applying for the Examinations

When you have finished reading this overview description, you will have two options from which you may choose. "Return" will return you to the Examination Announcement. Do not use the BACK button to navigate through these screens. If you have read the exam announcement and determined that you have the required education and experience to participate in one or more of the titles listed, you may select "Continue" to begin the on-line test. Before you select this option, you will want to assemble any information you need to refer to regarding your education, course work, certifications, and work experience.

In order to complete the online examination questionnaire, you will first have to complete a log-in process, which will require that you obtain a Civil Service ID and Password. This will become a permanent ID and Password for any other NYS examinations for which you apply as well. If you have previously applied for a NYS Civil Service examination on-line, you already have established your ID and Password and must use this ID and Password.

Your log-in session will remain active as long as you save information or refresh any page within 60 minutes. After 60 minutes of inactivity, you will be required to log-in again. If you were in the process of filling out a form but did not save the information within 60 minutes, any information on that page will be lost. Only the information on that one page will be lost; any information you saved earlier will already have been saved.

III. Taking the Test

IMPORTANT! You will need to refer to a copy of your college transcripts and information about your employment history to complete this process. You may need to obtain additional information as well. While having this information at hand will facilitate completing the questionnaire, you do not need to complete it all during one session. You will be able to complete part of the questionnaire, save your entries, log out, and return at a later time to finish completing the questionnaire and then submit it.

We recommend you browse through all of the items in the questionnaire prior to completing it. You must click the "Save" button at the bottom of each page when you are done entering your data. When you complete the questionnaire, you should print a copy of the information for your records prior to clicking on the submit button.

In addition to completing the questionnaire, you MUST email a copy of your college transcripts and a resume to: transcripts@osc.state.ny.us The subject line of your email should contain your name and "Transcripts" Ex: Mary Doe Transcripts

Training and Experience Questionnaire

When you have logged-in, you will begin the on-line Training and Experience Questionnaire.

It is important to report your work experience and education accurately. The Office of the State Comptroller (OSC) will verify your credentials at the time of interview. If you cannot substantiate your responses, OSC will remove your name from any lists on which you were placed based on inaccurate responses.

Candidates whose scores are reachable on the eligible list will be considered for appointment in score order. The eligible lists for these examinations will be used to fill positions for the above titles in specified locations in New York State. You will only be considered for interview and appointment in the locations you choose.

If you believe your qualifications will be significantly enhanced in the very near future, you may wish to wait until that time to compete in these examinations. You will not be able to amend information other than your mailing address or geographic preferences once you have submitted your completed application. You may reapply for these examinations in six months, but not before. The reapplication date is determined by the date you submit the online questionnaire.

Agencies will verify your credentials at the time of interview. If you cannot substantiate your responses, the Department of Civil Service will remove your name from any lists on which you were placed based on inaccurate responses.

We hope that you will be successful in obtaining employment with New York State through this examination process. The accuracy and completeness of your responses throughout this process will be your best assurance of that success.

Q. Do I already have a Civil Service User ID?

A. You have a Civil Service user ID if you are a public employee who uses Department of Civil Service applications. You will use the same ID here. You may also have a Civil Service user ID if you have previously applied on-line for Civil Service exams.

Q. How do I get a Civil Service ID?

A. On the Civil Service Login page, click on the link that says, "Need a Civil Service ID?" You will be asked to provide some personal information. At the same time, you will select a user ID (of up to twelve characters) and a password that only you will know.

Q. I forgot my Civil Service ID. How do I find out what it is?

A. On the Civil Service Login page, click on the link that says, "Don't know your password?" If you provide us with your name and Social Security number, we can send you your ID and reset your password.

Q. I forgot my Civil Service Password. How do I find out what it is?

A. On the Civil Service Login page, click on the link that says, "Don't know your password?" We will provide you with the hint you gave regarding your password.

Q. I don't remember what my hint was. How do I find out what it is?

A. On the Civil Service Login page, click on the link that says, "Don't know your password?" If you provide us with your name and Social Security number, we can send you your ID and reset your password.

Q. Am I required to supply my Social Security number as part of my application?

A. If you do not supply your Social Security number, an identification number can be provided for you. Leave the Social Security Number field blank and submit the rest of your personal information. You will be told that the Social Security Number is missing, and given a link to use. Click on the link to have us generate an identification number for you. It is very important that you save the number because you will need it for future identification purposes. PLEASE NOTE that the generated identification number is ONLY for use for this examination.

Q. I started to apply, but I left my computer and when I came back, I was signed out. None of the information I completed appeared when I signed back in. What happened?

A. This application is not designed to handle use of the back button. Please use the navigation provided on each page.

Q. I completed an application and signed out, but when I returned none of my information was saved. What happened?

A. As you completed each page, you were prompted to "Save" before you continued. If you did not save at the end of each page, you will have to re-enter the information.

Q. I filled out my minimum qualifications information incorrectly and I was disqualified. How can I correct this?

A. Please contact the Office of the State Comptroller at 518-474-1924 to correct this problem.

Q. What should I do if my name or address changes or I want to change the locations where I am willing to work?

A. If you have a change of name, address or would like to change the locations where you are willing to work, you should contact the NYS Office of the State Comptroller via telephone at 518-474-1924; send an email to: recruit@osc.state.ny.us; or send a written notification to:

Q. How long will it be before I receive my score?

A. Generally, you will receive your examination score 2-3 weeks after the last day of the month in which you submitted your online questionnaire, provided your transcripts and resume were received.

Q. How long will it be before I am contacted for an interview?

A. Most appointments happen at scores of 95 or higher. The NYS Office of the State Comptroller will contact the highest ranking candidates on the appropriate eligible list to be interviewed when vacancies become available.

Q. How do I know if my questionnaires have been submitted correctly?

A. Before you submit your questionnaires, you will be prompted to review your choices. You will also have the option of printing a copy of your responses to keep for your own records. This will allow you to check the information before your final submission.

When you submit your Training and Experience questionnaire(s), you will receive a confirmation that lists the examination numbers associated with your Training and Experience questionnaire(s). If the examination number(s) are not shown on this confirmation, notify us by sending an email to recruit@osc.state.ny.us

Q. How long will it be before my name is added to the eligible lists?

A. At the end of each month, the NYS Office of the State Comptroller will review the names of candidates who completed the examination process (submitted on-line questionnaire, transcripts and resume and received a score) and update the eligible lists. The process generally takes 2-3 weeks.

Q. When can I reapply?

A. You can reapply six months from the date you last submitted an on-line questionnaire by completing a new on-line questionnaire.

Q. How long will my name remain active on the eligible list?

A. Your name will remain active on the eligible list(s) for one year. You must reapply every eleven months to remain active on the eligible list(s).
