Job Description

Health Care Fiscal Analysts perform a wide range of specialized activities related to the calculation and maintenance of public health insurance program reimbursement rates.  Employees will review and/or prepare cost and statistical data reported by various health care providers; complete financial and statistical analysis of health care financing; conduct financial feasibility studies; calculate appropriate rates of payment; and resolve health care provider rate appeals.  These positions are located in various State agencies.
Trainees will receive a combination of structured training, on-the-job training, and/or practical job performance to gain the knowledge and experience necessary to function at the full performance level.

Minimum Qualifications

You must meet the requirements below to qualify for this title.

Bachelor's or higher degree in Accounting, Auditing, Business Administration, Economics, Finance, Healthcare Administration, Hospital Administration, or Public Administration with 18 semester credit hours in statistics, economics, accounting or auditing, 12 of which must be in accounting or auditing.

Most employees will be appointed to the Trainee 1 job title.

Appointments to this job title require a two-year traineeship that starts at the Trainee 1, G-13, and advances, after one year of acceptable performance, to Trainee 2, G-14. After one year of acceptable performance as a Trainee 2, employees advance to the full performance, G-18, job title described above. No further Civil Service examination is required for advancement from Trainee 1 to Trainee 2, or from Trainee 2 to the full performance job title. Advanced Placement Appointments - For most trainee titles, employees may be able to be appointed directly to the Trainee 2 level or to the full performance title if they meet certain qualifications.
