Job Description

Environmental Program Specialists perform journey level professional program development and support functions within environmental projects, linking engineering/scientific and administrative program areas.  Employees perform a variety of tasks including managing or otherwise carrying out small projects or segments of larger or more complex projects; assisting higher-level professional staff; gathering information; making determinations on certain issues and assisting higher-level professional staff in making other determinations; authoring or compiling various written products; and may supervise subordinate staff.  These positions are located in the Adirondack Park Agency and the Department of Environmental Conservation.

Trainees will receive a combination of structured training, on-the-job training, and/or practical job performance to gain the knowledge and experience necessary to function at the full performance level.

Minimum Qualifications

You must meet the requirements below to qualify for this title.

Bachelor's or higher degree in Business Administration; Civil Engineering; Economics; Environmental Engineering; Environmental Planning; Environmental Science; Environmental Studies; Geography; Geological Engineering; Landscape Architecture; Natural Science; Physical Science; Planning; Public Administration; Public Policy Studies; Urban Planning; or Urban Studies.

Most employees will be appointed to the Trainee 1 job title.

Appointments to this job title require a two-year traineeship that starts at the Trainee 1, G-13, and advances, after one year of acceptable performance, to Trainee 2, G-14. After one year of acceptable performance as a Trainee 2, employees advance to the full performance, G-18, job title described above. No further Civil Service examination is required for advancement from Trainee 1 to Trainee 2, or from Trainee 2 to the full performance job title. Advanced Placement Appointments - For most trainee titles, employees may be able to be appointed directly to the Trainee 2 level or to the full performance title if they meet certain qualifications.
