Classification Standard





The Director Unemployment Insurance Division oversees all programs and activities of the Unemployment Insurance Division. This includes coordination of the unemployment insurance field office service operations, and central and administrative offices of the Unemployment Insurance Division.


This position is only classified at the Department of Labor.




DIRECTOR UNEMPLOYMENT INSURANCE DIVISION: non-competitive; one-position class; directs the Unemployment Insurance Division; formulates general operating policies and procedures.




DIRECTOR UNEMPLOYMENT INSURANCE DIVISION: under the general direction of an exempt Deputy Commissioner, NS, or other executive manager, determines general operating policies, plans, and work programs in regards to employer reporting, determinations of coverage and liability, experience ratings of employers, determinations of claimant eligibility for benefits and allowances, benefit and allowance payments, audits of employer accounts, and collections of unemployment insurance (UI) contributions; establishes policies to ensure quality control, adherence to legal provisions, and effective and integrated program administration; represents the Commissioner of Labor in State, regional, national, and other professional groups; coordinates with the Division of Employment and Workforce Solutions to monitor and develop unemployment insurance programs and re-employment policies in Career Centers across the State; conducts conferences and negotiations with local, State, and federal officials on unemployment insurance policies and programs; assists in the formulation of legislation concerning unemployment insurance; provides overall direction and coordination of central office benefit payment and employer account activities; provides overall direction and coordination related to the review, interpretation and implementation of unemployment insurance laws, rules and regulations for all benefit payment, employer services and adjudications offices statewide; keeps agency management informed on the status of work programs, problems arising from relationships with cooperating agencies, advisories on National unemployment insurance issues, unemployment insurance policy, legislation, and all other matters requiring the Commissioner of Labors attention; directs the control of expenditures in accordance with operating needs and budget allotments; and performs continuous evaluation of unemployment insurance policies, procedures, and programs and recommends or initiates changes and improvements.




Non-competitive: a bachelors degree and nine years of experience developing and maintaining effective working relationships with the general public, employers, employer associations, labor organizations, government agencies, or other groups concerned with Unemployment Insurance program activities.  At least four years of this experience must have been at a managerial level involving the planning and administration of programs within an organization.  A masters degree in public administration, accounting or business may substitute for one year of the general experience. A law degree may substitute for one year of the general experience.
