BRIEF DESCRIPTION OF CLASS SERIES
Positions in this series oversee all credit and collection operations and activities and premium billing problems for the State Insurance Fund (SIF). Incumbents maximize SIFs revenue and ensure timely credit and collection.
These positions are found only at SIF.
DISTINGUISHING CHARACTERISTICS
ASSISTANT CREDIT AND COLLECTIONS MANAGER: one-position class; oversees the day-to-day collection operations in the Credit and Collection Division.

ILLUSTRATIVE DUTIES
ASSISTANT CREDIT AND COLLECTIONS MANAGER
Under the general direction of the Credit and Collections Manager, supervises Principal Insurance Collectors; monitors activities related to the administration and collection of Workers Compensation and Disability Benefits insurance premiums; directs collection and refund units on credit and collection problems involving sensitive requests for extension of credit and time; reviews all SIFs Legal Department and collection agencies recommendations to write off overdue premiums with high balances; oversees the preparation of billings for lapsed accounts older than four years; collaborates with policyholders, safety and trade group managers, accountants, attorneys, and insurance brokers to resolve difficult collection problems; negotiates payment or credit terms for unique or other accounts; investigates and responds to inquiries regarding accounts referred to SIFs Legal Department or to outside collection agencies for the collection of overdue premiums, compiling narrative and statistical reports on the status of accounts held by SIFs Legal Department and outside collection agencies regarding bankrupt, cancelled, and suspended accounts; reviews existing policies and procedures to formulate recommendations for improvements or changes to maximize efficiency in collection and billing activities; and represents the Credit and Collections Division at arbitration hearings and court cases for accounts referred to outside collection agencies.
CREDIT AND COLLECTIONS MANAGER
Oversees the Credit and Collection Division; performs all of the duties and functions as an Assistant Credit and Collections Manager; recommends training programs for staff; monitors all credit and collection operation procedures; reviews legal changes to the insurance industry regarding credit and collection procedures; establishes internal controls for the Credit and Collection Division; establishes procedures to reduce overdue accounts; reviews all SIF Legal Department and collection agencies recommendations to write off overdue premiums with high balances; negotiates and develops payment and credit terms for unique accounts or those with a high monetary amount; responds to inquiries and resolves problems raised by the Board of Commissioners or the Chief Fiscal Officer; testifies in court regarding legal proceedings brought against policyholders for the collection of premiums; and assists auditors in gathering information for the review of credit and collection procedures at SIF.
MINIMUM QUALIFICATIONS
ASSISTANT CREDIT AND COLLECTIONS MANAGER
Promotion: one year of experience as a Principal Insurance Collector.
Open Competitive: four years of experience in insurance collections and credit work, two years of which must have been in a supervisory capacity.
CREDIT AND COLLECTIONS MANAGER
Promotion: one year of experience as an Assistant Credit and Collections Manager.
Open Competitive: Bachelors Degree and five years of experience in the collections department of an insurance company or a financial institution, three years of which must have been as a manager directing a workforce.
