Classification Standard

 

 

BRIEF DESCRIPTION OF CLASS SERIES

 

Positions in this series negotiate the terms of leases with property owners or their representatives in order to obtain lease terms that are favorable to the State and ensure that the needs of State agency tenants are met.

 

These positions are classified only at the Office of General Services.

 

DISTINGUISHING CHARACTERISTICS

 

LEASING AGENT 1: full performance level; under the general direction of a Leasing Agent 2, negotiates the terms of leases with property owners and ensures their compliance with those terms.

 

LEASING AGENT 2: supervisory level; under the general direction of a Real Estate Officer 1, supervises Leasing Agents 1 and negotiates the more difficult lease terms.

 

RELATED CLASSES

 

Real Estate Specialists collect, acquire, review, and reconcile assessment and real property data, prepare and review appraisals of real estate and real property interests, perform ownership and real estate title research, assist in the disposition of State-owned real estate, and negotiate with private owners concerning the States acquisition of real estate and real property interests.

·       Negotiates the more difficult lease terms with the proposed landlord for space selected by the client agency. 

 

·       Confers with agency operations staff regarding location requirements and expenditures for space, prepares detailed recommendations for site selections, and analyzes the fiscal impact of escalation clauses on rental costs over the life of the lease.

 

·       Performs the full range of supervisory duties (e.g., performance evaluations, time and attendance, and staff development). 

 


 

MINIMUM QUALIFICATIONS

 

LEASING AGENT 1

 

Open Competitive: six years of commercial real estate experience performing site searches, negotiating lease terms and drafting lease agreements.  An associates degree may substitute for up to two years of experience.  A bachelors degree may substitute for up to four years of experience.

 

LEASING AGENT 2

 

Open Competitive: eight years of commercial real estate experience performing site searches, negotiating lease terms and drafting lease agreements.  An associates degree may substitute for up to two years of experience.  A bachelors degree may substitute for up to four years of experience.

 

Promotion: one year of permanent competitive service as a Leasing Agent 1.
