BRIEF DESCRIPTION OF CLASS SERIES
Positions in this title series consult with and provide guidance to builders, sponsors, community organizations, local officials, and other community development staff on the application and funding process related to the development of new low-income housing, the rehabilitation of existing low‑income housing, and the revitalization of communities.
Positions in this series are found only in the Division of Housing and Community Renewal.
HOUSING AND COMMUNITY DEVELOPMENT ASSISTANT: journey level; functions as a member of a project review team.
HOUSING AND COMMUNITY DEVELOPMENT REPRESENTATIVE: first supervisory level; supervises Housing and Community Development Assistants and clerical support staff.
SENIOR HOUSING AND COMMUNITY DEVELOPMENT REPRESENTATIVE: assists management staff in managing major segments of the housing and community development program; supervises four to eight Housing and Community Development Representatives.
ASSISTANT DIRECTOR, COMMUNITY DEVELOPMENT: manages the operations of a major segment of the housing and community development program; supervises multiple Senior Housing and Community Development Representatives.
DIRECTOR, COMMUNITY DEVELOPMENT: non-competitive jurisdictional class; two position class; either oversees the delivery of capital development and community services programs through the Regional Offices or oversees the development of policies and management systems for all community development programs.
Housing Management Assistants review, evaluate, and supervise the administration, management, and operation of housing projects and developments under the jurisdiction of the Division of Housing and Community Renewal.
Housing Specialists in the Office of Children and Family Services are involved in the development and management of projects sponsored by local social services districts and not-for-profit and charitable organizations to provide suitable housing and services for the homeless.
HOUSING AND COMMUNITY DEVELOPMENT ASSISTANT: under general supervision from a higher level Housing and Community Development Representative, reviews applications submitted by sponsors, builders, community organizations and local officials for funding of projects; conducts program and technical review of applications; organizes and facilitates project review meetings; reviews and analyzes recommendations of technical personnel; prepares summary analyses of applications; prepares project briefings; disseminates information about programs to the public; visits project sites and prepares field reports verifying progress made in achieving objectives; assesses contract compliance and management practices; and evaluates the need for technical assistance or non‑renewal of contracts based upon performance and eligibility.
HOUSING AND COMMUNITY DEVELOPMENT REPRESENTATIVE: under the general supervision of a Senior Housing and Community Development Representative, supervises a staff of Housing and Community Development Assistants; works with governmental agencies, municipalities and community groups to obtain approval of projects; reviews and evaluates funding applications for eligibility, completeness, proposed activities and fiscal content; recommends appropriate action and funding level for specific proposals; authorizes preparation of contract documents and submits contract authorization for final approval; visits project sites to review fiscal and programmatic status of funded activities; prepares status reports; responds to inquiries and complaints from community organizations, public officials, or the general public; assigns subordinate staff to projects; reviews work for accuracy, completeness, and compliance with program requirements; and evaluates staff performance.
SENIOR HOUSING AND COMMUNITY DEVELOPMENT REPRESENTATIVE: under the general direction of higher level management staff, supervises and directs the activities of Housing and Community Development Representatives; meets with sponsors, builders, and community organizations to familiarize them with agency programs; assists builders and sponsors in meeting Federal and State standards; recommends projects for funding; recommends funding, refunding, or subsequent modifications to community services and preservation programs; evaluates the quality of program performance and participation; facilitates contacts with other housing related agencies whose input is required for timely processing of applications; assigns specific projects to subordinate Representatives and provides advice and guidance throughout the application process up to and including mortgage closings, the receipt of subsidies, and the initiation of project operations; ensures adherence to application processing schedules; identifies impediments to progress and expedites work flow; reviews work for compliance with program and policy requirements; and evaluates staff performance.
ASSISTANT DIRECTOR, COMMUNITY DEVELOPMENT: under the general supervision of higher level community development staff, manages the operation of a major segment of the housing and community development program; acts as the Divisions technical expert on various federal and State mandated programs; drafts legislative initiatives; designs and implements new programs; makes policy determinations; coordinates Division activities with those of other government entities; resolves novel or precedent setting issues; and supervises Senior Housing and Community Development Representatives.
DIRECTOR, COMMUNITY DEVELOPMENT: under the general supervision of the Deputy Commissioner, implements and monitors Statewide community development activities; develops program policies and management systems including the assembly of program related data; formulates annual work plans for the delivery of services; recommends changes in program priorities, policies, and procedures; assists in budget preparation and administration; meets with constituent groups, sponsors, or the general public to explain agency policies and programs; and develops procedures to ensure adequate monitoring of construction and rehabilitation projects as well as post-construction contract compliance.
HOUSING AND COMMUNITY DEVELOPMENT ASSISTANT
Open Competitive: three years of experience in the management or administration of any one or any combination of the following: multi-unit housing of five or more units, real estate development or financing, a community housing organization or development, or urban planning. College study may be substituted for up to one year of experience at the rate of 30 credit hours equaling three months of experience.
HOUSING AND COMMUNITY DEVELOPMENT REPRESENTATIVE
Promotion: one year of permanent service as (A) a Housing and Community Development Assistant or (B) a Housing Management Assistant, Program Research Specialist 2, or Senior Economist.
SENIOR HOUSING AND COMMUNITY DEVELOPMENT REPRESENTATIVE
Promotion: one year of permanent service as (A) a Housing and Community Development Representative or (B) a Housing Management Representative, Program Research Specialist 3, Program Research Specialist 3 (Housing and Community Development), or Associate Economist.
Promotion: one year of permanent service as a Senior Housing and Community Development Representative, Deputy Regional Director Housing and Community Renewal, Director Weatherization Assistance, or Weatherization Representative 4.
Bachelors Degree and six years of experience directing activities involving the development and/or rehabilitation of housing or economic or real estate development; a Masters Degree or Ph.D. may substitute for one year of experience.
