 BRIEF DESCRIPTION OF CLASS SERIES

 

License Examination Specialists plan, manage and monitor an array of professional and technical license examinations.  They provide outreach, education, technical assistance and advice to individuals seeking to obtain professional licensure.  Positions are found in the Department of Financial Services and the Department of State.

 

DISTINGUISHING CHARACTERISTICS

 

            SENIOR LICENSE EXAMINATION SPECIALIST:  full performance level; performs the full range of activities related to licensure examination, applications for licensure and the audit of records related to organizations for licensed professions and trades.

 

ASSOCIATE LICENSE EXAMINATION SPECIALIST:  working supervisor; works with individuals and public and private organizations and operates independently.

 

RELATED CLASSES

 

Education Credentials Specialists determine whether applicants have sufficient education, experience or credentials to be licensed or credentialed to practice professions. 

 

Personnel Examiners develop, analyze and evaluate tests of knowledge, skill and ability in assigned occupational specialties to provide appropriate selection measures for merit system administration.


ILLUSTRATIVE DUTIES

 

SENIOR LICENSE EXAMINATION SPECIALIST

 

In the Department of State (DOS), these positions are assigned to the License Examination Bureau and perform activities associated with written or practical examination or curriculum development and educational standards.

 

 

 

 

 

In the Department of Financial Services, Licensing Bureau, these positions review applications from organizations seeking continuing education program authorizations for agents, brokers and other producers of insurance products.  Duties include:

 

 

 

 

 

 

ASSOCIATE LICENSE EXAMINATION SPECIALIST

 

 

·         Establish operating practices, procedures and performance standards for review and approval of educational curriculum relating to trade schools and other educational institutions, instructor qualifications, and continuing education course requirements; and audit schools operations. 

 

·         Supervise the development and implementation of educational standards and related regulations for continuing education; and compile and publish statistics on licensure.

 

·         Perform audits of assigned schools and curriculums within larger institutions; and provide technical assistance to schools and their instructors, administrators and financial officers on the requirements for licensing of trades and professions.

 

 

·         Work closely with members of advisory boards within professions and trades; oversee the process of collecting user and provider input to proposed changes to laws; and work with Counsels Office to develop and implement policies relating to trade schools.

 

        


MINIMUM QUALIFICATIONS

 

            SENIOR LICENSE EXAMINATION SPECIALIST

 

Open Competitive: 

 

Either 1 or 2

 

  1. Bachelors degree including or supplemented by 12 semester hours in tests and measurements, statistics or mathematics or education research, six credits of which must have been in tests and measurements; and two years of experience in objective test administration, analysis and construction.  A masters degree may substitute for one year of experience. 

 

  1. Completion of a two-year traineeship.

 

 

            ASSOCIATE LICENSE EXAMINATION SPECIALIST

 

Promotion:  one year of permanent service as a Senior License Examination Specialist.
