BRIEF DESCRIPTION OF CLASS SERIES

 

          Positions in this title series serve as managers, and perform professional, administrative, analytical, and technical duties related to the planning, development, implementation, operation, analysis, and evaluation of programs and services provided for individuals with intellectual and/or developmental disabilities.

 

          These positions are classified at the Office for People With Developmental Disabilities (OPWDD).

 

DISTINGUISHING CHARACTERISTICS

 

          Developmental Disabilities Operations Director 1:  managerial level; coordinates multiple program, service, data analysis, budget, fiscal, or revenue areas over an extensive geographic area.

 

          Developmental Disabilities Operations Director 1 (BITS):  managerial level; directs the Bureau of Intensive Treatment Services (BITS), analyzes, develops, and provides statewide policy direction on matters involving individuals with intellectual and/or developmental disabilities who present with complex behavioral issues that may also interface with the criminal justice system. 

 

          Developmental Disabilities Operations Director 2:  managerial level; reports directly to a Deputy or Associate Commissioner; manages, directs, oversees, and coordinates statewide financial, analytical, and operational matters related to programs and services for individuals with intellectual and/or developmental disabilities. 

 


 

ILLUSTRATIVE DUTIES

 

          Developmental Disabilities Operations Director 1

 

Works closely with other OPWDD units/bureaus, Counsels Office, DDSOOs, DDROs and voluntary not-for-profit agency providers on policy and transformation issues. 

Reviews and examines proposed legislation, regulations, and policy for consistency with OPWDD strategic initiatives and operational issues.

Oversees and analyzes quantitative data sets drawn from OPWDD information systems and other data collection efforts.

Coordinates the broad range of research and planning activities of bureau staff members.

Ensures that all individuals benefits and entitlements are applied for, secured, and maintained to their fullest extent and an individuals Personal Allowance is properly calculated, provided, and used for each individual.

Ensures that revenue and reimbursement is maximized for OPWDD state operated programs.

Works with the Office of Information Technology Services staff to ensure that the Tracking and Billing System (TABS) meets the billing requirements for the Revenue Support Field Offices use.

Acts as the Commissioner for District 98 Medicaid hearings and ensures that all rules and regulations are adhered to in administering the Medicaid program for the Department of Health.

Serves as the fiscal contact for outside audits of Medicaid funding performed by the Centers for Medicare Medicaid Service, DOH, Office of the Inspector General, and OSC.

Assists in the planning, development, and refinement of reimbursement methodologies, cost reporting, and revenue generation.

Calculates direct and indirect costs for all State operated programs.

Directs and coordinates the development, preparation, presentation, implementation, and execution of the agencys budget.

Attends hearings with the Division of the Budget regarding justification of budget requests.

Prepares agency and/or division spending plans and monitors expenditures to conform to fiscal guidelines established by the Governor, the Legislature, and the Federal Government.

Oversees statewide Business Office activities including contracts, purchasing, payroll, client cash, and transportation.

Provides management and oversight to the Contract Management Unit which processes all contracts entered into by OPWDD by developing contract boilerplate and contract procedures; providing technical assistance and training to OPWDD offices; developing, issuing, and coordinating the evaluation process of all Central Office Request for Purchase (RFP) procurements and providing technical assistance to district offices relative to complex procurements.

 

          Developmental Disabilities Operations Director 1 (BITS)

 

Plans and coordinates the OPWDD service provision for BITS service recipients. 

Supervises the operation of BITS including the BITS forensic coordinators, and the Central Office Bureau staff. 

Coordinates the provision of clinical information for intellectually disabled persons who become involved in the criminal justice system.

Ensures compliance with court orders issued for defendants committed to the custody of the Commissioner as unfit to stand trial or not criminally responsible for their actions.

Chairs the Statewide Forensic Advisory Committee and the Statewide Admissions Committee, which controls all admissions and discharges to all institutions operated by OPWDD.

Coordinates the development and delivery of training to the criminal justice system including judges, attorneys, police officers, parole officers, probation officers, and the Department of Correctional Services and Community Supervision.

Serves as interagency liaison to Department of Correctional Services and Community Supervision, Office of Mental Health Bureau of Forensic Services, and other criminal justice agencies.

Ensures compliance with standards for designated secure facilities through regular and unannounced security reviews, peer reviews, and reviews of secondary source reports.

          Developmental Disabilities Operations Director 2

 

May perform the duties and responsibilities of Developmental Disabilities Operations Directors 1.

 

Functions as a key manager in support of Executive staff and division, bureau, and DDSO Directors.

 

Provides technical assistance and advice to Central Office leadership and DDSOO/DDRO staff and/or community agencies regarding policy and standards interpretation and implementation.

Communicates with providers, DDSOO and DDRO staff, and OPWDD directors to facilitate community integrated service options for individuals and to resolve operational and policy/program issues impacting service provision to individuals with intellectual and/or developmental disabilities.

Directs the agencys performance metrics policy direction and goals.

Directs and manages Bureau staff in data retrieval and analysis and the use of this information in strategic planning, budgeting, and service design.

Develops and implements legislatively mandated long-range planning.

Evaluates program goals and objectives as compared to outcomes.

Participates in the development and implementation of departmental policy, procedural guidelines, and standards.

Serves as the lead representative on committees and tasks forces charged with formulating new or revised policy and makes recommendations to executive staff on policy issues.

Researches, analyzes, edits, and formats policies and regulations to develop integrated policies and procedures, including documentation and reimbursement requirements, which impact service provision to individuals with developmental disabilities.

MINIMUM QUALIFICATIONS

         

Developmental Disabilities Operations Director 1

 

Promotion:  one year of service in a New York State administrative, fiscal, or programmatic title allocated to M-3.

 

Open Competitive:  Bachelors Degree and seven years of experience in the delivery of services to individuals with intellectual and /or developmental disabilities, two years of which must have been at a managerial level. 

 

          Developmental Disabilities Operations Director 1 (BITS)

 

Promotion: one year of service as a Forensic Services Program Administrator 2 or Developmental Disabilities Forensic Program Administrator.

 

Open Competitive: a bachelors degree in criminal justice, criminology, or related human services discipline, and seven years of progressively responsible administrative experience in the delivery of services to individuals with intellectual and /or developmental disabilities; two years of the experience must have been at a managerial level involving administration of a forensic program for individuals with intellectual and/or developmental disabilities.

 

          Developmental Disabilities Operations Director 2

 

Promotion:  one year of service as a Developmental Disabilities Operations Director 1 or Developmental Disabilities Operations Director 1 (BITS).

 

Open Competitive:  a Bachelors Degree and eight years of experience in the delivery of services to individuals with intellectual and/or developmental disabilities, three years of which must have been at a managerial level.
