DIRECTOR CLAIMS VALIDATION AND PRIZE PAYMENTS, GRADE 23

BRIEF DESCRIPTION OF CLASS
Director of Claims Validation and Prize Payments oversees the processing and payment of prize claims for all New York Lottery games and promotions within the New York State Gaming Commission.
One-position class; supervisory level; under the general direction of the higher‑level staff, manages Prize Payment Unit activities, including claims validation, prize payment, ticket accounting, and Lottery subscriptions; supervises account clerical staff.
Head Audit Clerks supervise a clerical auditing section composed of one or more Office Assistant 3 (Calculations) and subordinate staff of lower level clerical staff. The positions verify accuracy of documents audited and/or certify vouchers for payment; and communicate frequently with client agencies or the public to provide or request information, resolve problems, and explain and interpret audit procedures.
Administer the automated prize payment system; supervise all mail-in prize claims; direct the operation of an annuity prize payment system; develop and maintain operating procedures and guidelines; ensure internal controls for handling redeemed tickets, prize claims and checks are effective and secure; maintain and recommend Lottery policy statements related to game rules and regulations; confer with consultants to determine processing, validation, and payment procedures for each game and ensure compliance with Lottery regulations; design game claim forms; function as liaison with winners for the timely collection of prizes and answer questions; develop and maintain performance monitoring and reporting systems; perform the full range of supervisory duties of account clerical staff.
Promotion: one year of permanent service as a Head Account Clerk.
