BRIEF DESCRIPTION OF CLASS SERIES

 

          Positions in this series perform technical activities involving the maintenance, review, and use of medical records at State health care and treatment facilities.  Incumbents review diagnostic and therapeutic medical records for completeness and accuracy to ensure compliance with accreditation, research, and legal requirements; ensure records reflect the current and future treatment needs of individuals receiving care; supervise and perform coding of diseases, diagnoses, operations, and procedures; participate in committees concerned with the clinical and administrative policies and procedures governing medical records; and assist and train facility staff in resolving problems with proper medical records maintenance and use. 

 

These positions are classified statewide at healthcare and treatment facilities of the Office of Mental Health, Office for People with Developmental Disabilities, Office of Alcoholism and Substance Abuse Services, the Department of Health, and the Department of Corrections and Community Supervision. 

 

DISTINGUISHING CHARACTERISTICS

 

          HEALTH INFORMATION MANAGEMENT TECHNICIAN 1: Full performance level; performs a wide variety of activities related to the receipt, review, data-entry, maintenance, storage, transfer, and disposal of medical records at State health care and treatment facilities.  Incumbents work in wards, units, clinics, and in any other location in the facility or community where treatment services are provided and may also supervise and provide technical expertise to lower level clerical staff engaged in medical records maintenance activities.

 

          HEALTH INFORMATION MANAGEMENT TECHNICIAN 2: First supervisory level; in addition to performing the full range of duties associated with the title series, incumbents supervise Health Information Technicians 1, Grade 13, and other clerical support staff engaged in medical records maintenance activities.  Incumbents may also serve as assistant to a Health Information Management Administrator 1, 2, or 3. 

 

RELATED CLASSES

 

          Health Information Management Administrators 1, 2, and 3, plan, implement, and maintain systems for acquiring and preserving patient records which are used for administrative, training, reference and research purposes; supervise and train subordinate staff in facility medical records departments; and may also be involved in the development of computer applications for medical records information. 

 

ILLUSTRATIVE DUTIES

 

          Health Information Management Technician 1

 

 

 

·      Review admission and discharge charts to determine accuracy of documentation; directly follow up with appropriate clinical staff when deficiencies occur to ensure records reflect the current and future treatment needs of patients.

 

 

·       Transcribe and monitor the data entry of medical record information into tracking systems in a timely manner to maintain the integrity of electronic or paper records keeping systems.

 

 

 

 

 

 

Provide technical assistance and guidance to facility and clinical staff on medical records maintenance and use, including records contained in automated patient information systems.

 

 

 

 

·       Provide guidance in the collection and compilation of data from medical records for regular and special statistical reports and studies, including official reports to State and Federal agencies.  Data may also be entered into or obtained from automated patient information systems.

 

 

 

 

 

 

 

 

 

·      May supervise lower level clerical and support staff. 

 

          Health Information Management Technician 2

 

May perform all of the same duties and functions as a Health Information Management Technician 1. 

 

Supervise Health Information Management Technicians 1 and other support staff.

·       Provide supervision, guidance, and oversight to subordinate staff, and intervene and resolve problems regarding records keeping and review as necessary.

 

·       Determine and oversee staff assignments.

 

·       Approve leave and track time and attendance.

 

·       Review, monitor, and evaluate staff performance.

 

·       Complete performance evaluations.

 

·       Identify training needs and arrange for provision of training.

 

·       Compile statistics on clinical, concurrent review, admissions, ambulatory health records, discharges, etc.

 

·       Produce reports, tables, and graphs for dissemination by management staff as needed.

 

 


MINIMUM QUALIFICATIONS

 

          Health Information Management Technician 1

Open Competitive: current certification by the American Health Information Management Association as a Registered Health Information Administrator (RHIA) or as a Registered Health Information Technician (RHIT).

         

Health Information Management Technician 2

Open Competitive: current certification by the American Health Information Management Association as an RHIA; OR current certification by the American Health Information Management Association as a RHIT and one year of full-time professional (post-RHIT) health information management experience.
