Classification Standard


            This title is a one-position class and is responsible for directing research programs conducted by the Center for Laboratories and Research of the Department of Health.


            DIRECTOR LABORATORIES AND RESEARCH plans and directs the program of the Center for Laboratories and Research:  plans and develops the research, diagnostic and production services of the Center and is responsible for the inspection of local health laboratories throughout the State; advises the Commissioner of Health and other State officials on the formulation of policies relating to laboratory science including suggestion and review of legislation and proposed expansion, revision, or modification of existing programs, policies, standards and services; plans and directs the research program and the diagnostic and production services of the Center; establishes standards and recommends the approval of local health laboratories throughout the State; individually performs complex and highly advanced medical research; consults with and advises staff scientists on their research projects; represents the Commissioner in matters related to health laboratory services and research.  QUALIFICATIONS:  Although competitive examinations are not held for this class, candidates must meet the following qualifications:  License to practice medicine or veterinary medicine in New York State, possession of a valid medical specialty certificate in pathology, and four years of responsible full-time experience in an administrative capacity in laboratory research.  Five years of post-doctoral training or experience in appropriate research may be substituted for the specialty certification.
