Classification Standard

 

 

BRIEF DESCRIPTION OF CLASS SERIES

 

          Positions in this title series conduct investigations involving allegations of physical or psychological abuse, mistreatment, and/or neglect of people with developmental disabilities within Developmental Disabilities State Operations Offices (DDSOOs) operated by the Office for People With Developmental Disabilities (OPWDD). 

 

          These positions are non-competitive and are classified only at OPWDD.    

 

DISTINGUISHING CHARACTERISTICS

 

INTERNAL INVESTIGATOR 1 (OPWDD): full performance level; under the direction of an Internal Investigator 2 (OPWDD), conducts a variety of investigations, including allegations of abuse, neglect, and/or other instances of employee misconduct or incompetence at an assigned DDSOO.

 

          INTERNAL INVESTIGATOR 2 (OPWDD): supervisory level; supervises an Investigation Unit of Internal Investigators 1 (OPWDD) at an assigned DDSOO, and functions as the lead investigator on difficult and sensitive cases. 

 

RELATED CLASSES

         

Internal Investigators (Justice Center) conduct investigations involving allegations of physical and financial abuse, neglect, and/or death of vulnerable persons. 

 

          Internal Investigators (OCFS) conduct investigations involving allegations of abuse and misconduct within Office of Children and Family Services facilities.  

 

ILLUSTRATIVE DUTIES

 

          INTERNAL INVESTIGATOR 1 (OPWDD)

 

Conducts investigations involving allegations of abuse, neglect, and/or other instances of employee misconduct or incompetence at an assigned DDSOO.

 

Formulates plans, processes, and timetables to conduct investigations within OPWDD specified timeframes.

 

Prepares for and conducts interviews to obtain sworn statements on matters related to investigations. 

 

Interrogates State employees in accordance with the stipulations of collective bargaining agreements.

 

Engages in field surveillance activities; gathers, documents, and preserves information and evidence in support of investigations. 

 

Works collaboratively with DDSOO, program, and Employee Relations staff to ensure that investigations are completed in a fair and timely matter. 

 

Makes recommendations to Internal Investigators 2 (OPWDD), DDSOO, and Employee Relations staff regarding possible violations of OPWDD policy and procedures.

 

Writes narrative reports to effectively communicate investigation results to appropriate parties. 

 

Provides testimony at arbitration hearings to support investigation outcomes. 

 

INTERNAL INVESTIGATOR 2 (OPWDD)

Performs the same duties as an Internal Investigator 1 (OPWDD).

 

Supervises an Investigation Unit of Internal Investigators 1 (OPWDD) at an assigned DDSOO and performs the full range of supervisory duties, including performance evaluations, attendance and leave, and disciplinary actions. 

 

Functions as the lead investigator on difficult and sensitive cases, and manages any problems that arise during the course of an investigation.   

 

Provides guidance and direction to Internal Investigators 1 (OPWDD) on new policies, procedures, and investigative strategies.

 

Coordinates and evaluates the activities of Internal Investigators 1 (OPWDD) by monitoring assigned caseloads, reviewing interview and interrogation reports, and meeting with staff routinely to discuss all aspects of a case to ensure that confidentiality is maintained, appropriate investigative strategies are employed, and investigations are completed in a timely and appropriate manner.

 

MINIMUM QUALIFICATIONS

 

          INTERNAL INVESTIGATOR 1 (OPWDD)

 

Non-Competitive: six years of field or law enforcement investigative experience that includes interviewing and interrogating witnesses, collecting and analyzing data and evidence, writing and summarizing case narratives, and testifying at administrative or criminal proceedings. 

 

          INTERNAL INVESTIGATOR 2 (OPWDD)

 

Non-Competitive: seven years of field or law enforcement investigative experience that includes the activities described in the minimum qualifications for Internal Investigator 1 (OPWDD).  One year of this experience must have been at a supervisory level.
