BRIEF DESCRIPTION OF CLASS SERIES
Agency Services Analysts monitor agency compliance with the rules and regulations concerning the utilization of M/WBEs and promote the participation of minority and women trade persons on State contracts and procurement. These positions are found in the Department of Economic Development and are in the non-competitive jurisdictional class.
SENIOR AGENCY SERVICES ANALYST: performance level; under the direction of higher level staff monitors agency compliance with the provisions of Article 15-A and related regulations.
ASSOCIATE AGENCY SERVICES ANALYST: supervisory level; under the general direction of higher level Minority and Womens Business Enterprise (MWBE) Compliance staff, determines staff priorities for investigative activities; develops staff training, orientation and technical assistance programs; monitors significant disputes between contractors and agencies.
Compliance Specialist 1 conducts investigations, inspects job sites, and reviews employer records to assure that contractors, sub-contractors, consultants, and minority business contractors doing business with the State comply with federal and State Equal Opportunity statutes, rules, regulations, executive orders, and policies governing business receiving public funds for goods and services provided.
Compliance Specialist 2 oversees smaller Equal Opportunity and Compliance Programs and supervises Compliance Specialists 1 assigned to the Equal Employment Opportunity Compliance Program; may assist higher-level Compliance Specialists 3 or 4 with overseeing a major part of the Compliance Program or supervising the program in a large geographic area.
Economic Development Program Specialists 1 and 2 apply business knowledge, training and experience to provide a wide range of professional and management level economic development services for the promotion of business, tourism and international trade in New York State. Incumbents provide technical advice and problem-solving assistance to economic development organizations and businesses by conducting business-to-business marketing programs, and promoting and publicizing the business and economic development services of the Department.
SENIOR AGENCY SERVICES ANALYST: analyzes goal plans and utilization report submissions; conducts on-site sampling reviews of agency contract documents and compliance forms to assess compliance with the law, rules and agency procedures; conducts and participates in training, orientation and technical assistance programs for agency personnel to clarify program responsibilities under article 15-A; provides on-going technical assistance or training concerning agency M/WBE development responsibilities to agencies or personnel; monitors disputes between contractors and agencies; disseminates information on contracting opportunities; provides information and training regarding tools for launching/expanding a business, technical support, marketing access to capital programs and participating in or developing local/regional events and workshops.
ASSOCIATE AGENCY SERVICES ANALYST: develops plans and provide feedback on MWBE's certification and initiative efforts for the director of agency services and compliance; supervises agency staff conducting reviews of agency contract documents and compliance forms; coordinates agency MWBE's goal plans and utilization report submissions; provides information on initiatives, certification, business development and training to other agency divisions; determines staff priorities, training, orientation and technical needs; represents the MWBE Division at administrative appeals of the revocation or denial of MWBE certification and participate in the monitoring of disputes between contractors and agencies/authorities, insuring the proper documentation is obtained for office files and drafting requested reports for counsels office as required; and drafts MWBE reports, memoranda, correspondence and other required documentation.

Non-competitive: A Bachelors degree AND two years of experience in MWBE/Affirmative Action OR two years of community economic development program or audit/compliance experience.
Substitution: A Masters degree or higher
substitutes for one year of experience. An associates degree requires
two additional years of experience.
