BRIEF DESCRIPTION OF CLASS SERIES
The Assistant Director and Director Unemployment Insurance (UI) Adjudication Services direct the Department of Labors UI Adjudication Services Office which reviews, prepares, and presents contested benefit claims cases, employer tax liability and penalty cases in quasi-judicial hearings before the Unemployment Insurance Appeal Board. The positions oversee UI Hearing Representatives who represent the Commissioner of Labor at these hearings.
These positions are only classified at the Department of Labor.
ASSISTANT DIRECTOR UI ADJUDICATION SERVICES: manages the daily operation of either the upstate or downstate UI Adjudication Services Office; directly supervises Supervising UI Hearing Representatives; assists the Director UI Adjudication Services in formulating policies, procedures, standards and guidelines.
DIRECTOR UI ADJUDICATION SERVICES: one-position class; directs the statewide UI Adjudication Services Office; formulates policies and procedures regarding the adjudication of unemployment insurance claims.
ASSISTANT DIRECTOR UI ADJUDICATION SERVICES: under the general direction of the Director UI Adjudication Services, oversees operations of either the upstate or downstate Adjudication Services Office (ASO); directs the selection, preparation and presentation of cases at UI hearings; ensures evidence is obtained and presented effectively in support of the Commissioner of Labor determinations; consults with Director to determine whether decisions should be appealed or requested for reconsideration; analyzes reversals of Department determinations to identify additional training needs; oversees investigations of labor disputes, employer buy-out plans, mass layoffs, pension plans, and facts relating to the loss of employment resulting from criminal acts; oversees the review and analysis of benefit claim determinations and employer contribution liability cases; analyzes proposed and enacted federal and State legislative statutes, rules and regulations that impact ASO; conducts reviews of ASO operations to ensure uniformity in meeting operational mandates; conducts field visits to review operations and procedures; ensures the appropriate application of legal decisions and interpretations of UI Law within ASO and the Telephone Claim Centers; provides technical advice and assistance to employer representative groups, claimant representative groups and unions; oversees and implements training on new policies, procedures and systems; oversees development and maintenance of a statewide electronic case management system; and exercises administrative oversight for statewide monitoring and training activities to ensure prompt review and processing of hearing requests.
DIRECTOR UI ADJUDICATION SERVICES: under the general direction of the Director Unemployment Insurance Division, oversees operations of the statewide UI Adjudication Services Office (ASO); plans and executes all department programs relating to the review of contested benefit claims and employer liability determinations; represents the Commissioner of Labor at hearings; oversees investigations of labor disputes, employer buy-out plans, mass layoffs, pension plans, and facts relating to the loss of employment resulting from criminal acts; establishes standard methods and practices in the review of benefit claim determinations and employer contribution liability cases; ensures the appropriate allocation of legal decisions and interpretations of UI Law; analyzes proposed and enacted federal and State legislative statutes, rules and regulations that impact ASO; drafts legislative rules, regulations or policy to implement changes; and directs the review of cases to determine which should be appealed.
