Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

Municipal Financial Analysts monitor and analyze New York City (City) and New York State's (State) fiscal and management performance. They research and analyze data and prepare statistical and analytical reports pertaining to the revenues, expenditures, economic trends and operations which impact the City and States financial condition.

 

These positions are found only in the Office of the State Comptroller.

 

DISTINGUISHING CHARACTERISTICS

SENIOR MUNICIPAL FINANCIAL ANALYST:  full performance level; researches and gathers data used to monitor and analyze the fiscal and management performance of the City and the State.

ASSOCIATE MUNICIPAL FINANCIAL ANALYST: advanced performance level; independently analyzes the fiscal and management performance of the City and the State under the direction of a Principal Municipal Financial Analyst.

PRINCIPAL MUNICIPAL FINANCIAL ANALYST:  first supervisory level; directs and evaluates research and analysis of the fiscal and management performance of the City and the State; plans, develops and presents broad and multifaceted financial analysis reports and projects under the direction of a Chief Municipal Financial Analyst.

CHIEF MUNICIPAL FINANCIAL ANALYST:  second supervisory level; manages the financial analysis and monitoring activities of subordinate analysts; authorizes the final preparation of statistical and analytical reports and projects on the City and States financial condition used for public policy opinions or reports.  

RELATED CLASSES

Financial Analysts analyze financial information related to various types of delinquent tax cases, bankruptcy, offers-in-compromise and criminal restitution cases. They evaluate all aspects of the taxpayer's financial situation, including an analysis of financial issues in the taxpayer's occupation or industry, make recommendations to the collections staff on the taxpayer's payment capacity, and suggest collection strategies and repayment structures.

Utility Financial Analysts perform financial analysis activities related to public utility regulatory matters.  The positions evaluate all of the financial components involved in Petition Analysis, Rate Case Review and Forecasting, and make recommendations to the Public Service Commission.

 

Economists apply economic theory and policies to the systematic collection and analysis of economic information, and prepare or assist in the preparation of statistical and narrative economic reports and studies.

 

ILLUSTRATIVE DUTIES

 

            SENIOR MUNICIPAL FINANCIAL ANALYST

 

            Researches and compiles data from various sources for statistical and analytical reports; analyzes revenue and expenditure estimates to identify areas of potential risks; monitors and analyzes data in budgets, financial plans, economic forecasts, bank accounts and monthly cash flow projections, business and personal income tax trends and other financial data which impact the City and States fiscal operations; analyzes labor contracts; monitors and analyzes international, national, regional and municipal economic trends to determine and forecast the impact on the City and State economies; and summarizes findings of research and analysis and prepares drafts of memos, briefing materials, correspondence and reports. 

 

            ASSOCIATE MUNICIPAL FINANCIAL ANALYST

 

            Selects the appropriate analytical methods to follow in analyzing fiscal data and operations; reviews and analyzes proposed legislation, policies and programs which impact the City and State financial condition or taxpayers; serves as liaison with various City and State officials and advises them on issues related to the City and States financial plan.

 

            PRINCIPAL MUNICIPAL FINANCIAL ANALYST

 

            Directs the research and compilation of data from various sources to prepare statistical and analytical reports; directs and evaluates the interpretation of statistical data relating to revenue and expenditure trends and other financial data on fiscal operations; evaluates the cash flow forecasts based on detailed analysis of revenue and expenditure estimates; reviews proposed legislation, interprets changes in law and regulations affecting the financial plan and operations and recommends revisions; reviews reports prepared by staff and briefs the Chief Municipal Financial Analyst on the objectives, status and conclusions of reviews and analyses;  plans, develops and presents broad and complex financial analysis to assist in the development of public policy positions and to prepare reports for the State Comptroller relating to the finances and fiscal health of the City and the State; and supervises and reviews the work of Associate and Senior Municipal Financial Analysts. 

 

CHIEF MUNICIPAL FINANCIAL ANALYST 

 

Manages the financial monitoring and analysis of the City and State fiscal condition;  authorizes the final preparation of  reports on financial condition, including budget trends, public programs and proposals, economic outlook and various aspects of operation and management; directs research and identifies new areas of study in response to emerging policy issues with financial or managerial implications; manages the development and interpretation of statistical data relating to revenue, expenditure and economic trends and other financial data;  monitors State and federal legislative actions, proposes legislative items affecting the responsibilities or policies of the Comptroller and recommends revisions in legislation; assigns work to staff, and ensures timely completion of reviews and special projects relating to the Comptrollers policy initiatives; briefs executive management on status and conclusions of reviews and analysis and proposes areas for future study; recommends policy positions for the Comptroller on budgetary issues; and supervises Principal Municipal Financial Analysts.

 

MINIMUM QUALIFICATIONS

SENIOR MUNICIPAL FINANCIAL ANALYST

Open Competitive:  Bachelor's Degree and either: two years of experience in financial or economic analysis or public policy; or a Masters Degree in economics, public administration, public policy, public finance, business, statistics or a closely related field.

ASSOCIATE MUNICIPAL FINANCIAL ANALYST

Promotion:  one year of service as a Senior Municipal Financial Analyst.

PRINCIPAL MUNICIPAL FINANCIAL ANALYST

Promotion:  one year of service as an Associate Municipal Financial Analyst.

 

CHIEF MUNICIPAL FINANCIAL ANALYST

Promotion:  one year of service as a Principal Municipal Financial Analyst.
