BRIEF DESCRIPTION OF CLASS
Managers Information Technology Services 1 plan, direct and coordinate systems analysis, design, application program development, maintenance, implementation and quality assurance activities.
Managers Information Technology Services 1 (Technical) plan, direct and coordinate activities in any combination of two or more of the Information Resource Management (IRM) technical specialties. The specialties include database, data communications, operations and systems programming.
Managers Information Technology Services 1 (Database) plan, direct and coordinate database design, development, installation and maintenance activities.
Managers Information Technology Services 1 (Data Communications) plan, direct and coordinate data communications activities including network design, analysis, capacity planning, installation, monitoring and maintenance.
Managers Information Technology Services 1 (Operations) plan, direct and coordinate computer operations activities including all data processing hardware and peripheral equipment operation.
Managers Information Technology Services 1 (Systems Programming) plan, direct and coordinate system programming activities including the design, development, acquisition, modification, installation and maintenance of system software.
CLASSIFICATION CRITERIA
Managers Information Technology Services 1 are responsible for systems analysis and application program development activities for an entire agency or for a major systems development group within an IRM organization where size and/or functional specialization justify more than one such position. Incumbents direct the activities of two or more Information Technology Specialists 4.
Managers Information Technology Services 1 (Technical) are responsible for all activities in two or more of the IRM technical specialties for an entire agency. Incumbents direct the activities of two or more subordinate supervisory positions in more than one of the technical specialties.
Managers Information Technology Services 1 (Database) are responsible for all database activities for an entire agency. A few agencies may have more than one such position based on the size and complexity of the agency's database environment. Incumbents supervise two or more Information Technology Specialists 4 (Database).
Managers Information Technology Services 1 (Data Communications) are responsible for all data communications activities for an entire agency. A few agencies may have more than one such position based on the size and complexity of the agency's networking environment. Incumbents supervise two or more Information Technology Specialists 4 (Data Communications).
Managers Information Technology Services 1 (Operations) are responsible for all computer operations activities for an entire agency. A few agencies may have more than one such position based on size. Incumbents direct two or more Information Technology Specialists 4 (Operations).
Managers Information Technology Services 1 (Systems Programming) are responsible for all systems programming activities for an entire agency. A few agencies may have more than one such position based on the existence of multiple operating system environments. Incumbents supervise two or more Information Technology Specialists 4 (Systems Programming).

ILLUSTRATIVE ACTIVITIES AND TASKS
- Confers with higher level managers, subordinates and users to develop long-term work objectives, taking into consideration technical, fiscal and staffing resources.
- Develops and maintains detailed technical plans for major areas of responsibility.
- Defines purpose, scope and objectives of short-term and long-range projects.
- Works with counterparts within IRM Office to ensure compatibility of all initiatives and acquisitions within and among the IRM specialties.
- Assigns work to subordinate supervisors. Monitors project progress, reviews major staff initiatives and products, and makes recommendations as appropriate.
- Directs meetings attended by project team(s), agency management, users and IRM staff to discuss specific projects.
- Develops alternative solutions to problems and consults with other IRM staff and users to evaluate the effectiveness of proposed solutions.
- Develops procedures, standards and internal controls for the conduct of work within the specialty area. Monitors compliance and takes appropriate action as needed.
- Writes progress reports for IRM and agency management that describe project status including the technical, fiscal, and staffing issues associated with project completion.
- Liaison with vendors. Monitors vendor compliance with contracts for services. Resolves problems as needed.
- Makes recommendations on hardware and software acquisitions.
- Prepares the budget for the specialty area or provides information needed for its preparation.
- Develops or participates in the development, interpretation, review and communication of IRM policies, procedures and standards.
- Analyzes the impact of proposed policy and legislation as they pertain to information systems
- Develops or participates in the development of training guidelines for IRM technical staff.
- Keeps abreast of new technologies and innovations in the IRM arena for use in planning and staff development activities.
- As needed, assists IRM management with overall management of division activities.
- Performs the full range of supervisory duties.
INDEPENDENCE OF OPERATION
Managers typically work under the general direction of an Assistant Director Information Technology Services 1 or an Assistant Director Information Technology Technical Services 1. As managers of a technical specialty they operate with a great deal of independence. Their work must conform to policy and technical standards set by agency and IRM top management. Managers rely on professional standards, policy directives, and agency and vendor technical manuals for direction.
Managers may be expected to be available during off-shift hours to ensure the continuous operation of data processing services.
COMPLEXITY
The work of Managers consists of directing the most complex activities associated with systems analysis and application program development or the IRM technical specialties. In carrying out their responsibilities Managers must successfully reconcile the needs of program managers and users with the technical and financial resources available.
The consequences of error or neglect on the part of incumbents are great, affecting the availability of some or all data processing services in the agency.
COMMUNICATION
Managers communicate orally and in writing with a variety of individuals including management, users, vendors and other IRM staff. The ultimate goal of such communication is to produce effective and efficient information systems that meet user needs. Toward that end, Managers must be able to listen to the needs articulated by program managers and explain the technical and fiscal realities within IRM that impact on meeting user requirements. They may have to negotiate between program managers and IRM staff to reconcile differing priorities. They must also establish productive relationships with vendors so that contracts entered into will meet agency operating needs. Managers must also be able to communicate clearly with subordinate staff regarding work priorities and performance.
SUPERVISION EXERCISED
Managers typically direct two or more lower level supervisors. They perform the full range of supervisory responsibilities.

One year of permanent service as an Information Technology Specialist 4; Information Technology Specialist 4 (Operations); Information Technology Specialist 4 (Systems Programming); Information Technology Specialist 4 (Data Communications); Information Technology Specialist 4 (Database); Information Technology Specialist 3; Information Technology Specialist 3; Information Technology Specialist 3 (Programming); Information Technology Specialist 3 (Systems Programming); Information Technology Specialist 3 (Data Communications); Information Technology Specialist 3 (Database); or Chief Computer Operator.
