BRIEF DESCRIPTION OF CLASS
Manager Lottery Games Operations manages all day-to-day statewide Lottery operations at the New York State Gaming Commission.
DISTINGUISHING CHARACTERISTICS
One-person class; managerial level; under the general direction of the Director Lottery Games Operations manages all online and instant games wagering systems of the Lottery. It supervises the Lottery Game Director, the Manager of Lottery Drawings, and staff.
RELATED CLASSES
Lottery Regional Director 2, and Lottery Upstate Director, under the general direction of the Director Lottery Marketing, manage and direct all Lottery activities in a large Regional Lottery Office. Incumbents are responsible for overseeing the administration of lottery marketing, sales.
Lottery Sales Manager, work under the general direction of the Director Lottery Marketing, to prepare a statewide sales development plan to match the New York State Legislatures revenue mandate with the overall Lottery Marketing Plan. The incumbent works with regional directors and regional sales staff to achieve consistent sales policy application across the State.
Director Lottery Advertising, under the general direction of the Director Lottery Marketing, is responsible for the agencys mixed multi-media communication program. The position directs mass communications for each of Lotterys products, explaining various games changes, special player bonuses, and promotions. The position develops and monitors expenses to ensure contract compliance.
ILLUSTRATIVE DUTIES
Manage, plan, coordinate and implement Lottery Operations programs; review and recommend central system specifications; plan, develop, evaluate and analyze contractors compliance for system and service Request for Proposals and contracts; maintain and enhance lottery IT systems and lottery products in collaboration with the Office of Information Technology Services (ITS), Lottery Marketing, Central Systems Supplier and third party vendors; manage vendor and Lottery testing and implementation of games software and hardware; implement new games and promotions with marketing and sales; ensure Lottery outward-facing assets (websites, mobile applications, digital games and other third party products) meet State security requirements; advise management of critical security issues and recommends risk reduction solutions to protect Lottery assets and improve appropriate controls; review and update policies and procedures; and perform the full range of supervisory responsibilities.
MINIMUM QUALIFICATIONS
Promotion: one year of permanent competitive service as Lottery Regional Director 1, Lottery Research Program Development Specialist, Manager Lottery Retail Operations, Lottery Upstate Director or Lottery Game Director.
Open-competitive: Bachelors degree and seven years of qualifying experience in any of the following areas: oversight of software systems applications; secure electronic communications networks; program management; auditing, or internal controls. In addition, at least four years of the qualifying experience must be as a supervisor or manager.
Substitution: A masters degree may substitute for one year of the non-supervisory experience.
