Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

Appointments Examiners analyze appointments transactions such as new hire, transfer, promotion, and leave to ensure that they conform with Civil Service Law and Departments policies, rules, and regulations.

 

These positions exist only in the Department of Civil Service, the States central human resources agency, in the Division of Staffing Services.

 

DISTINGUISHING CHARACTERISTICS

 

APPOINTMENTS EXAMINER 1: full performance level; independently processes the full range of appointments transactions.

 

APPOINTMENTS EXAMINER 2:  handles the more complicated and sensitive appointments transactions; and may supervise lower examiners and support staff.

 

Related Classes

 

Office Assistants 3 (Human Resources) supervise subordinate staff in processing human resources transactions, employee benefit applications, and claims; oversee the maintenance of records such as position and employee history files; and provide employees and managers with information on and interpretation of the agencys human resources procedures and policies.

 

ILLUSTRATIVE DUTIES

 

APPOINTMENTS EXAMINER 1: interprets and applies Civil Service Law, rules, regulations, policy, and Division of Budget freeze waiver guidelines related to appointments transactions; identifies and collects information to approve or disapprove transactions; corrects transactions errors; works with Human Resources Specialists (Staffing) to resolve transactions processing problems; advises agencies on appointments transactions, and assists them in completing appropriate and error-free submissions.

 

APPOINTMENTS EXAMINER 2: processes the most complicated appointments transactions; fields calls from agencies on appropriate transactions to effect desired employee changes; trains agencies staff in submitting transactions consistent with law, rules, and regulations; collaborates with other staff to ensure that corrections are entered properly and changes to employees records are accurate; recommends changes to improve efficiency and processing systems; and may supervise subordinate examiners.

 

 

MINIMUM QUALIFICATIONS

Open-Competitive: Completion of a one-year traineeship.

 

          APPOINTMENTS EXAMINER  2

 

Promotion:  One year of permanent service as an Appointments Examiner 1.
