Classification Standard
BRIEF DESCRIPTION OF CLASS SERIES
Positions in this series take and transcribe verbatim records at hearings, formal meetings and conferences in judicial and quasi-judicial matters, and in other venues where verbatim transcription of spoken material or audio recordings is required.
The majority of positions are classified at the Workers Compensation Board.
DISTINGUISHING CHARACTERISTICS
VERBATIM REPORTER 1: entry level: takes and transcribes verbatim records of multi-person participation in hearings, meetings, conferences, or other legal proceedings for the Board.
VERBATIM REPORTER 2: supervisory level; assigns work, trains, and provides direction to Verbatim Reporters 1 in work methods, procedures and forms, and may perform all duties of Verbatim Reporter 1.
VERBATIM REPORTER SERVICES SUPERVISOR: one-position class; directs the Workers Compensation Board statewide verbatim reporting services program.
ILLUSTRATIVE DUTIES
VERBATIM REPORTER 1: records verbatim multi-voiced testimony and/or dialogue at hearings and other proceedings by use of manual shorthand notes or appropriate machinery to make an accurate verbatim record; maintains, through notation, a record of all non-verbal incidents related to the proceedings, including witnesses sworn, exhibits entered and by which party, off the record discussions, type of testimony, identification of speakers, etc.; reads back notes of prior testimony and colloquy at direction of the presider; transcribes notes by using computer-aided transcription equipment and other methods, such as audio recordings, to produce verbatim transcripts; prepares transcripts in approved format; maintains listing of pending and completed transcripts, submits status reports and answers inquiries regarding transcripts; files and maintains notes, material and completed transcripts in an approved format following Board procedures.
VERBATIM REPORTER 2: makes assignments to Verbatim Reporters 1 and supervises daily assignments; trains subordinates in work methods, procedures and forms; counsels staff to assist in improving performance; completes performance evaluation and probationary evaluation forms; designs work methods and manages transcription services; may transcribe testimony or hearings as necessary and perform any activities performed by Verbatim Reporters 1.
VERBATIM REPORTER SERVICES SUPERVISOR: under general direction from management, directs policy and procedural changes affecting the statewide operations and responsibilities of the verbatim reporting program; works with district offices to manage the program at the local levels; advises the Director on matters affecting the operations of the program such as use of personnel, budget, and improvements; establishes transcription priorities and ensures that all work is done in compliance with prescribed policy and procedures; directs preparation of reports reflecting operations of verbatim reporting services; interviews, selects, hires, evaluates performance, and trains Verbatim Reporters; represents the program at Board executive meetings; and coordinates work activities with adjudication, appeals, and district administration staff.
MINIMUM QUALIFICATIONS
VERBATIM REPORTER 1
Possession of a certificate of completion of a two-year course/degree in court reporting or verbatim reporting from a nationally or regionally accredited school or institution or one recognized by the New York State Education Department OR
Two years of satisfactory experience in general verbatim reporting; OR
Possession of documentation confirming proficiency of at least 180 words per minute from a nationally or regionally accredited school or institution or one recognized by the New York State Education Department.
VERBATIM REPORTER 2
One year of permanent service as a Verbatim Reporter 1.
VERBATIM REPORTER SERVICES SUPERVISOR
Two years of permanent service as a Verbatim Reporter 2.
