BRIEF DESCRIPTION OF CLASS SERIES
Professional Engineers 4 are program directors, overseeing and/or establishing policy for all projects of a major engineering program in an agency or mid-sized to large regional facility. They may function as statewide technical experts in an engineering field. They manage organizations that carry out various engineering design and construction projects, including roads, bridges, waterways, dams, heating and ventilating mechanical systems, and recreational facilities and associated infrastructure. Also, they oversee statewide environmental quality and remediation programs.
DISTINGUISHING CHARACTERISTICS
PROFESSIONAL ENGINEER 4 (ALL PARENTHETICS): managerial level; directs a major engineering program in a mid-sized to large regional facility or has overall responsibility for a statewide engineering program in an agencys main office. They oversee a large number of subordinates, including multiple engineering sections headed by Professional Engineers 3 or Professional Engineers 2.
RELATED CLASSES
Professional Engineers 3 (all parenthetics) are characterized by their predominant assignment to function as assistant director or director of an engineering program, managing projects that span different geographic areas. They administratively supervise multiple engineering sections headed by Professional Engineers 2 engaged in a wide variety of engineering activities.
Professional Engineers 5 and 6 (Civil/Transportation) function as directors of one of the offices within the Department of Transportations Engineering Division. These offices are each responsible for a major component of the civil engineering program of the Department of Transportation. Incumbents of these positions perform similar duties, managing the activities of a large number of technical and consultant staff in the Main Office, and overseeing and coordinating the activities of regional staff located throughout New York State. The offices are responsible for large-scale and diverse projects, and oversee the execution of contracts of considerable monetary value.

PROFESSIONAL ENGINEER 4 (CIVIL/STRUCTURAL): directs a major civil engineering program in a mid-sized to large regional facility or has overall responsibility for a statewide civil/structural engineering program in an agencys main office, managing bridge and transportation structure programs and projects complicated by large dollar value, multi-year rehabilitation and/or construction plans. They manage the technical, legal, budgeting and financial requirements of engineering programs and projects, and supervise multiple levels of engineer positions, including licensed staff at Grade 29/M-3, Grade 27, and Grade 24. MINIMUM QUALIFICATIONS: Promotion: New York State Professional Engineers license and current registration, and two years of permanent competitive service as a Professional Engineer 2 (Civil/Structural).
PROFESSIONAL ENGINEER 4 (CIVIL/TRANSPORTATION): directs a major civil engineering program in a mid-sized to large regional facility or has overall responsibility for a statewide civil engineering program in an agencys main office, managing transportation projects complicated by large dollar value, multi-year rehabilitation and/or construction plans. They manage the technical, legal, budgeting, contractual, civil rights, and financial requirements of engineering projects, and supervise multiple levels of engineer positions including licensed staff at Grade 29/M-3, Grade 27, and Grade 24. MINIMUM QUALIFICATIONS: Promotion: New York State Professional Engineers license and current registration, and one year of permanent competitive service as a Professional Engineer 3 (Civil/ Transportation).
PROFESSIONAL ENGINEER 4 (ENVIRONMENTAL): directs a major environmental engineering program in a mid-sized to large regional facility or has overall responsibility for a statewide environmental engineering program in an agencys main office; responsible for development and implementation of bureau work plans, policy development concerning environmental quality and remediation programs, and monitoring progress towards program goals; responsible for monitoring and assuring adherence to standard engineering practices, State policies, plans and regulations; and supervises multiple levels of engineer positions including licensed staff at Grade 29/M-3, Grade 27, and Grade 24. MINIMUM QUALIFICATIONS: Promotion: New York State Professional Engineers license and current registration, and two years of permanent competitive service as a Professional Engineer 2 (Environmental).
