Classification Standard
BRIEF DESCRIPTION OF CLASS SERIES
Building Construction Program Managers plan, schedule, and monitor building construction, repair, and rehabilitation projects from planning stages through the completion of construction to assure that proposals meet client needs, are within cost limitations, and project elements are completed per schedule.
These positions are classified in the Office of General Services (OGS).
DISTINGUISHING CHARACTERISTICS
Building Construction Program Managers serve as the contact person for assigned projects; resolve problems with and between the client agency, architectural and engineering staff, consultants, contractors, and representatives of State agencies involved in construction projects; obtain approvals for projects; answer questions from client agencies and interested parties about the program and specific projects; and schedule and coordinate the activities of engineers, architects, estimators, contract writers and analysts, contractors, and other occupations connected with projects. The levels in this series are distinguished by supervision; number and dollar value of projects managed; and size of the construction projects overseen.
Positions exist at the 2 and 3 levels in a Scheduling parenthetic (see attachment below).
BUILDING CONSTRUCTION PROGRAM MANAGER 1: full performance level; manages small and relatively simple building rehabilitation and repair projects or assists higher level positions on medium or large scale construction or rehabilitation projects. Examples of projects typically assigned to this level include installing fire detection and alarm systems at a building or building complex, rehabilitating roofs and building exteriors, and rewiring buildings.
BUILDING CONSTRUCTION PROGRAM MANAGER 2: advanced performance level; manages medium sized and fairly complex building construction projects and major rehabilitation and renovation projects; may train and supervise subordinate staff or new employees assigned to specific projects or to an agency construction program. Examples of projects typically managed by these positions include construction of new buildings at hospitals or prisons, rehabilitation and renovation of buildings and building complexes, and assistance to higher level staff on construction of new building complexes.
BUILDING CONSTRUCTION PROGRAM MANAGER 3: first supervisory level; supervises and evaluates the work of subordinate staff and contractors; manages numerous, large sized and complex statewide construction and renovation projects complicated by factors such as large dollar value and multiple trades. Incumbents serve as project managers for the planning, design, scheduling, monitoring, and management of technical and administrative aspects of the design and construction process. Incumbents supervise at least two Building Construction Program Managers 2, or equivalent architectural and engineering staff or contractors.
BUILDING CONSTRUCTION PROGRAM MANAGER 4: second supervisory level; administratively supervises and evaluates the work of subordinate staff and contractors; manages the construction and rehabilitation program for all OGS facilities or for a group of agencies or a region. Positions may be assigned to manage the program for an agency with a large and active construction, renovation, and rehabilitation program. For any assignment, incumbents supervise at least two teams headed by Building Construction Program Managers 3, or equivalent architectural and engineering staff or contractors.
BUILDING CONSTRUCTION PROGRAM MANAGER 5: managerial level; under general direction from the Director Division of Design or Director Division of Construction Supervision, has overall responsibility for a business unit or two or more regions in the Design and Construction Group. Incumbents oversee a large number of subordinates and contractors, including Building Construction Program Manager 1-4 positions.
ILLUSTRATIVE DUTIES
BUILDING CONSTRUCTION PROGRAM MANAGER 1 & 2
Develops a detailed schedule and plan for each project.
· Meets with client agency to define project and program requirements and discusses construction alternatives that may be more cost or service effective.
· Obtains and reviews funding approvals for projects.
· Reviews and makes recommendations regarding site selection, project scope, and cost estimates.
· Determines the technical services needed from agency and consultant specialist for each project, such as electrical, design, preparation of architectural specifications, cost estimates, consultant services for design, and agency technical review, and prepares a statement of assignments for all participants through completion of the project.
Represents the Design and Construction Group or the Division of Real Property and Facilities Management and client agency/customers with government regulatory agencies to discuss projects, answer questions, and obtain required approvals, such as building permits and environmental impact statements.
· Monitors and reviews projects until they are completed to assure they are being designed and constructed within approved cost.
· Ensures all building, health, and safety standards are being met.
· Prepares reports for agency management and client agency/customers on the status of projects and problems noted.
· Monitors agency and consultant staff assigned to projects to assure that work is progressing per schedule and project plans and resolves problems.
· Serves as contact person and liaison between the client agency and project participants by providing information, identifying and resolving problems, and obtaining approvals for funding, construction, design approval, payments, work acceptance, and change orders.
· Consults with OGS staff in developing and executing contracts and agreements for projects.
BUILDING CONSTRUCTION PROGRAM MANAGER 3
Performs the duties described for Building Construction Program Managers 1 & 2.
Manages numerous, large sized and complex statewide construction and renovation projects from planning stages through the completion of construction.
Functions as single point of contact for implementation and completion of building construction projects/programs for the professional, technical, and administrative staff for a program unit or smaller area of the region.
· Assigns inspection and/or consultant staff to projects.
· Assures that field inspectors are adequately supervising the contracts and construction being performed in accordance with contract documents.
· Reviews, approves, and distributes construction schedules and plans inspection of the work based on those schedules.
· Schedules and conducts periodic staff meetings to review work status and performance to ensure proper inspection and coordination among the project, contractors, and facility; corrects any deficiencies.
· Evaluates construction progress and recommends award of bonuses or enforcement of penalties on contracts.
Coordinates the activities of subordinate staff and consultant firms to ensure quality control of all project components.
· Confers with construction supervisors, consultants, and Design and Construction management staff to identify problems with scheduling, change orders, and other design or construction areas to maintain program schedules.
· Resolves problems and advises staff of the impact resulting from unresolved or potential problems surrounding deadlines for projects.
Provides inspection staff, program managers, architects and engineers, and consultant staff with direction concerning State policies and procedures.
· Assigns and advises staff on State and client agency priorities which may impact construction completion schedules.
· Conducts and/or attends routine job and any special meetings that may be required to ensure proper inspection and coordination among the project, contractors, and facility.
Resolves change orders, final inspections, and any possible damage claims that the State may be held liable for during the construction project; may present in administrative dispute hearings or other legal actions.
Ensures that emergencies at State facilities are verified to be legitimate and promptly responded to by appropriate personnel; identifies construction problems which must be resolved by OGS.
Reviews and approves final payments on construction contracts.
Performs the full range of supervisory duties such as performance evaluations, and time and attendance.
BUILDING CONSTRUCTION PROGRAM MANAGER 4
Performs the duties described for lower-level Building Construction Program Managers 1, 2, & 3.
Manages the construction and rehabilitation program for a group of agencies or region; may manage the program for an agency with a large and active construction, renovation, and rehabilitation program.
Visits regional field offices/project sites periodically to assess current staffing needs, verify proper OGS procedures are being followed, and assure adherence to construction schedules, plans, drawings, specifications, and New York State construction codes, rules, and regulations.
Disseminates information, identifies problems, and assures that timely decisions are made to keep projects on schedule and within budgeted costs while meeting client needs.
· Meets with client representatives to ensure that their program needs are being met.
· Assures that the area supervisor and engineer in charge respond to contractor questions and issues in a timely manner to minimize delays and loss of efficiency to contractor and achieve contract needs for the client.
· Assists staff with guidance on pre-award meetings, liquidated damage assessments, emergency contract architectural/engineering evaluations and bids; resolves issues as necessary.
Identifies need for use of architectural/engineering or specialty consultants; participates in selection process; oversees the management and successful completion of contracts.
Provides coordination, technical advice, and assistance to other OGS units and State agencies regarding architectural/engineering aspects of building construction projects.
Performs the full range of administrative supervisory responsibilities.
BUILDING CONSTRUCTION PROGRAM MANAGER 5
Performs the duties described for lower-level Building Construction Program Managers 1, 2, 3, & 4.
· Provides overall instruction and guidance to region or unit staff, consulting architects and engineers, and construction managers on projects from initial development through construction completion.
· Provides technical direction and problem resolution for the more complex projects.
· Establishes guidelines and performance expectations for all subordinate staff; develops employee work improvement plans and recommends personnel actions as necessary.
· Develops succession plans for each team and technical specialty; evaluates and makes recommendations on hiring.
· Recommends and implements improvements in existing programs within the Division, establishing policies and management systems, setting priorities and developing new initiatives.
· Participates in strategic planning, long-range planning, and master planning for the Division.
· Oversees the selection and management of consulting engineering and architecture firms.
· Performs the full range of administrative supervisory responsibilities.
MINIMUM QUALIFICATIONS
BUILDING CONSTRUCTION PROGRAM MANAGER 1
Promotion: one year of permanent competitive service in an engineering, architectural, or drafting position allocated to Grade 15 or higher or as Assistant Superintendent of Construction, Construction Estimator 1 (Mechanical), or Construction Estimator 1 (Architectural).
Open Competitive: six years of experience in multi-trade building construction that must include at least one year of managing multiple building construction projects. Experience managing multi-trade building construction projects shall include responsibility for three or more of the following areas: construction planning, coordination of multiple trades, cost estimating, project scheduling, material purchasing, resource management (including labor, material, and equipment scheduling), and construction document reading and interpretation (e.g. plans and specifications).
Substitution: an associate's degree in engineering, architecture, landscape architecture, engineering technology, construction technology, building science, or architectural technology may substitute for two years of the general experience. A bachelor's degree in the above fields may substitute for four years of the general experience.
BUILDING CONSTRUCTION PROGRAM MANAGER 2
Promotion: one year of permanent competitive service as a Building Construction Program Manager 1.
Open Competitive: seven years of experience in multi-trade building construction that must include at least two years of managing multiple building construction projects. Experience managing multi-trade building construction projects shall include responsibility for three or more of the following areas: construction planning, coordination of multiple trades, cost estimating, project scheduling, material purchasing, resource management (including labor, material, and equipment scheduling), and construction document reading and interpretation (e.g. plans and specifications).
Substitution: Associate's degree in engineering, architecture, landscape architecture, engineering technology, construction technology, building science, or architectural technology may substitute for two years of the general experience. Bachelor's degree in the above fields may substitute for four years of the general experience.

BUILDING CONSTRUCTION PROGRAM MANAGER 3 (SCHEDULING)
Building Construction Program Managers (Scheduling) are responsible for the timely delivery of building construction projects for the Office of General Services, Design and Construction Group. Incumbents in these positions serve as technical experts and work closely with the project manager and multi-prime contractors to determine work breakdown, structure, work sequences, and critical dates by which various work activities must be finished.
Within this parenthetic, the third level is distinguished by supervisory responsibility for all lower-level Building Construction Program Managers (Scheduling), and the development and implementation of all standards and procedures for scheduling management.
MINIMUM QUALIFICATIONS
BUILDING CONSTRUCTION PROGRAM MANAGER 2 (SCHEDULING)
Non-competitive: Bachelors degree in engineering, construction management or a related field, and three years of experience in construction planning; or an associates degree in engineering, construction management or a related field, and five years of the above experience.
BUILDING CONSTRUCTION PROGRAM MANAGER 3 (SCHEDULING)
Non-competitive: Bachelors degree in engineering, construction management or a related field, and four years of experience in construction planning; or an associates degree in engineering, construction management or a related field, and six years of the above experience.
