BRIEF DESCRIPTION OF CLASS SERIES
Positions in this title series perform a wide range of laboratory sampling, testing, data collection and analysis activities to advance scientific research and development in specialized fields. Incumbents use a variety of laboratory techniques and equipment; coordinate laboratory testing and research activities; and/or direct specialized laboratory programs.
These positions are classified only at the Department of Environmental Conservation.
DISTINGUISHING CHARACTERISTICS
LABORATORY SPECIALIST 1 (MARINE): performs laboratory sampling, testing, data collection, and/or analysis activities under the direction of a higher-level Laboratory Specialist; may supervise lower level laboratory staff.
LABORATORY SPECIALIST 2 (MARINE): oversees and directs the activities of a clinical, environmental, research and/or reference laboratory or regulatory unit.
ILLUSTRATIVE DUTIES
LABORATORY SPECIALIST 1 (MARINE)
Provides support to New York States mandated Shellfish Sanitation Program. Assists in the scientific examination of specimens or samples for the program using a variety of laboratory techniques.
Performs production, standardization and sterilization of bacteriological medial and reagents.
Collects and examines shellfish samples using a DNA based gene probe technique.
Prepares reports for and assists in the preparation of publications; prepares and gives presentations; performs basic statistical analysis of data; and remains current on regulations for laboratories.
Provides technical assistance to Biologists, United States Food and Drug Administration or the federal Centers for Disease Control and Prevention by advising on laboratory
methods used to detect pathogenic bacteria and other potentially human health pathogens.
LABORATORY SPECIALIST 2 (MARINE)
In addition to performing any of the duties described above for Laboratory Specialist 1 (Marine), serves as Director of the Microbiology Laboratory.
Develops and reviews standard operating procedure manuals.
Prepares data and manuscripts for publication; writes reports, proposals and/or grant applications; and develops scientific presentations.
Communicates with the public, other agencies, and the regulated community to address and report on specific laboratory testing and regulatory activities.
May testify as an expert witness in legal proceedings.
MINIMUM QUALIFICATIONS
LABORATORY SPECIALIST 1 (MARINE)
Open-Competitive: A bachelor's or higher degree including or supplemented by 24 semester credit hours in the natural sciences AND two years of experience in a laboratory setting performing professional or technical duties in bacteriology or microbiology.
LABORATORY SPECIALIST 2 (MARINE)
Promotion: One year of service as a Laboratory Specialist 1 (Marine).
Open-Competitive: A bachelor's or higher degree including or supplemented by 24 semester credit hours in the natural sciences AND three years of experience in a laboratory setting performing professional or technical duties in bacteriology or microbiology.
